REPLACEMENT HOi7SING PLAN <br />Statement of Purpose and Objective <br />This Replacement Housing Plan is prepared in accordance with California Health and Safety Code <br />Section 33413 and Section 104{d} of the federal Housing and Community Development Act of 2004. <br />This project consis#s of the acquisition, rehabilitation, and minor configuration of one apartment building. <br />The recanf guration will result in the removal of the fallowing multifamily residential units: 702 S. Raiff <br />units 7 and 8. <br />These units are all one bedroom in size, and are occupied by low- and moderate-income households. <br />Therefore they are subject to replacement in accordance with the legal requirements of the California <br />Community Redevelopment Law {Health and Safety Code Section 33413 et seq.). <br />Replacement units will initially be made available for occupancy at any time during the period one year <br />before the Agency's submission of the information required under the plan and ending three years after <br />commencement of reconfiguration. <br />Before entering into a contract committing the Community Redevelopment Agency of the City of Santa <br />Ana to provide fiends for the proposed activity that will result in removal of units from the low- and <br />moderate-income housing market the Agency will make public by publication in a newspaper of general <br />circulation the information listed below. <br />Project Property Description <br />The affected property is shown on the map attached as Attachment 1. Each property is listed by address <br />.with parcel number and number of bedrooms in Attachment 2. Pursuant to the California Community <br />Redevelopment Law (Health and Safety Code Section 33413 et seq.) all occupied and vacant occupiable <br />units will be replaced in kind. <br />Replacement Housing Units <br />Attachment 3 delineates by number of bedrooms the location where the replacement units are or will be <br />located. <br />Income Level of Replacement Units <br />The replacement dwelling units will be affordable and occupied exclusively by tenants with the same <br />income levels as the persons displaced from the dwelling units that are being removed from the low-, very <br />low- and moderate-income housing market. Therefore, all units will be made affordable to low-, very <br />low- and moderate-income households. <br />1 undin~ Sources <br />The Agency and the City of Santa Ana have committed sufficient Tax Increment funds to finance the <br />acquisition and demolition and the required replacement units. <br />Low/Moderate Income Assurance <br />All agreements related to replacement housing units will contain a covenant guaranteeing units remain <br />available at affordable housing cost to, and occupied by, person and families of low-, very low- and <br />Exhibit 5 <br />
