Contract Award For Santiago Street <br />Rehabilitation <br />January 18, 2011 <br />Page 2 <br />While the City made outreach efforts to Santa Ana contractors regarding the Notice Inviting Bids, <br />only two of the 16 Santa Ana contractors submitted a bid as a prime contractor: Hardy and Harper <br />and FM & Sons, Inc. The other 14 Santa Ana contractors did not submit a bid either because they <br />are either not capable of performing this type of work or they work as a subcontractor to certain <br />prime contractors. <br />The bids received are as follows: <br />NAME OF RESPONSIVE BIDDER CITY BID AMOUNT <br /> <br />1. Noble Company Orange $529,305.00 <br />A total of eight bids were received and all were responsive. The lowest bid was submitted by All <br />American Asphalt for $328,000, which is below the Engineer's estimate of $400,000. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended action is exempt <br />from further review. Categorical Exemption ER No. 2010-145 was filed for this project. <br />FISCAL IMPACT <br />The funding analysis shows a total estimated construction cost of $463,300 for the project <br />(Exhibit 2).
