MINUTES OF THE REGULAR NESTING <br />CITY OF SANTA ANA, CALIFORNIA <br />PLANNING CONNISSION <br />AUGUST 12, 1996 <br />The Regular Meeting of the Santa Ana Planning Commission was called to order by Vice <br />Chairman Nalle at 6:03 p.m. in the City Council Chambers, located at 22 Civic Center <br />Plaza, Room 147, Santa Ana, California. Other Commissioners present included: <br />Oliver, Mondo, Doughty, and Segura. Also in attendance were: Robyn Uptegraff, <br />Executive Director, Kenneth Adams, Planning Manager; Gary Sheatz, Deputy City <br />Attorney; Charles View, Senior Planner; Tom Childress, Associate Planner; Larry <br />Yenglin, Associate Planner; Jamie Watanabe, Assistant Planner II; Pamela Lucado, <br />Public Works Agency; Mike McCoy, Police Department; and Sharon McCain-Johnson, <br />Recording Secretary. <br />A. Approval of the Minutes from the Regular Meeting of July 22, 1996. <br />Approve the Minutes of the Regular Meeting of July 22, 1996. <br />B. Reconsideration of actions taken at the previous meeting. <br />None. <br />*** E N D OF C O N S E N T*** <br />Commissioner Mondo stated that he would abstain from voting on the Consent <br />Calendar items due to his absence. <br />Commissioner Doughty moved to approve the Consent Calendar. The motion was <br />seconded by Commissioner Segura. <br />AYES: Nalle, Oliver, Doughty, and Segura <br />NOES: None <br />ABSENT: Brown and Pedroza <br />ABSTAINED: Mondo <br />C. Discussion of the French Park (SD) permitted uses and development <br />standards. (Larry Yenglin) <br />Mr. Larry Yenglin, Associate Planner lead a discussion regarding the French <br />Park (SD) area. He indicated that SD-19 was originally adopted by the City <br />Council in 1985, the primary reason was to protect the historic homes located <br />in this area. In addition, Mr. Yenglin stated that the SD was created to: <br />1) stop the demolition of historic homes in the area; 2) encourage the <br />rehabilitation of historic homes; and 3) maintain and continue the historic <br />character of this area by requiring exterior modifications to existing <br />structures to be similar to the original appearance of the house. <br />The Planning Division had worked closely with the Historic French Park <br />Neighborhood Association in updating these regulations and anticipate these <br />standards would assist in the revitalization of the neighborhood. <br />Mr. Yenglin summarized that the major changes to the French Park area were: <br />conditionally permitted uses, residential development standards, professional <br />office, mixed use conversions, temporary outdoor activities, design review <br />demolition permits, and review process. <br />Commissioner Mondo asked if all property owners had been notified of the <br />proposed changes. <br />Mr. Yenglin responded that the property owners had been notified. <br />D. Comments from the Executive Director. (Robyn Uptegraff) <br />There were no comments. <br />E. Comments from the Planning Manager. (Kenneth Adams) <br />Mr. Adams indicated that he would defer his time for Mr. Tom Childress to <br />discuss the rezoning of the industrial properties <br />Mr. Tom Childress, Associate Planner, indicated that the Zoning Ordinance <br />Amendment, General Plan Amendment, and Amendment Application was a request by <br />staff to change the zoning of industrial properties and to modify the <br />language for the Light Industrial zoning district for additional <br />administrative clarification. Mr. Childress displayed area maps and <br />explained to the Commission the areas involved in the zone changes <br />After further discussion, it was determined by the Commission that it would <br />be best not to take action at this time on the request due to the logistics <br />of the rezoning request and continue the case to August 26, 1996. <br />
