MINUTES OF THE REGULAR NEETING <br />CITY OF SANTA ANA, CALIFORNIA <br />PLANNING COMMISSION <br />JULY 8, 1996 <br />The Regular Meeting of the Santa Ana Planning Commission was called to order by <br />Madam Chair Brown at 6:03 p.m. in the City Council Chambers, located at 22 Civic <br />Center Plaza, Room 147, Santa Ana, California. Other Commissioners present <br />included: Oliver, Doughty, Mondo, Pedroza, and Segura Also in attendance were: <br />Kenneth Adams, Planning Manager; Gary Sheatz, Deputy City Attorney; Linda Hale, <br />Senior Planner; Charles View, Senior Planner; Larry Yenglin, Associate Planner; <br />Jamie Watanabe, Assistant Planner II; Mike McCoy, Police Department; and Sharon <br />McCain-Johnson, Recording Secretary. <br />A. Approval of the Minutes from the Regular Meeting of June 24, 1996. <br />Approve the Minutes of the Regular Meeting of June 24, 1996. <br />B. Raconaideratioa of actions taken at the previous meeting. <br />None. <br />C. APPEAL OF PLANNING MANAGER'S DECISION NO. 96-01 (Kenneth Adams) <br />Filed by Mr. Mark Rosen to appeal the Planning Manager's decision not to <br />issue an occupancy permit for an office component of J & R Towing located at <br />3307 South Main Street in the Light Industrial (M1) zoning district. <br />(Continued by Planning Commission June 24, 1996 to July 8, 1996) <br />RECOMMENDATION: <br />Continue Appeal of Planning Manager's Decision No. 96-01 to July 22, 1996. <br />*** E N D OF C O N S E N T*** <br />Commissioner Segura removed the minutes from the consent calendar and <br />indicated that on the Historic Review No. 95-01 project she felt she did not <br />receive adequate information related to the different costa of the project <br />and requested more information for the costs of the project. <br />Commissioner Mondo removed item C from the consent calendar and motioned to <br />- continue to item C until August 26, 1996 and to approve the remainder of the <br />Consent Calendar. The motion was seconded by Commissioner Doughty. <br />AYES: Brown, Oliver, Doughty, Mondo, Pedroza and Segura <br />NOES: None <br />ABSENT: Nalle <br />D. CONDITIONAL USE PERMIT NO. 95-36 (Jamie Watanabe) <br />Review of Conditional Use Permit No. 95-36 to allow after hour operations at <br />Pizza Hut located at 2541 South Fairview Avenue. <br />(Continued by Planning Commission June 24, 1996 to July 8, 1996) <br />Direct at aff to begin revocation proceedings for Conditional Use Permit No. <br />95-32. <br />Mr. Watanabe indicated that Conditional Use Permit No. 95-32 was approved in <br />January 1996. The item was continued June 24 to July 8 in order to allow the <br />applicant an additional two weeks for compliance of the conditions of <br />approval, however, the applicant had not fully complied. <br />Mr. Mike McCoy, Police Department added that the applicant is very close to <br />compliance with the conditions of approval. A representative from Pizza Hut <br />has agreed to meet with the Police Department to resolve the outstanding <br />issues. <br />Commissioner Segura asked if the applicant gets an additional 21 days from <br />the date the Commission directs staff to begin revocation proceedings to <br />comply with the conditions of approval. <br />Mr. Kenneth Adams, Planning Manager, responded yes, if the Commission chose <br />to direct staff to begin revocations proceedings, staff would issue a letter <br />which automatically gives the applicant a 21 day notice to comply. The <br />letter would put them on notice that revocation proceedings began. <br />Commissioner Mondo moved to continue Conditional Use Permit No. 95-32 to July <br />22, 1996. The motion was seconded by Commissioner Brown (no vote took <br />place). <br />
