MINUTES OF TH8 REGULAR NBSTIN6 CITY OF SANTA ANA, CALIFORNIA PLANNING COMMISSION Dace^ber 11, 1995 0 The Regular Meeting of the Santa Ana Planning Commission was called to order by Chairman Mondo at 6:30 p.m. in the City Council Chambers, located at 22 Civic Center Plaza, Room 147 Santa Ana, California. Other Commissioners present included: Oliver, Doughty, Nalle, and Pedroza. Also in attendance were Kenneth Adams, Planning Manager; Richard Lay, Assistant City Attorney; Charles View, Senior Planner; Jeffry Rice, Senior Planner; Maya DeROea, Environmental Coordinator; Vince Fregoso, Associate Planner; Sergio Klotz, Associate Planner; Pam Lucado, Joyce Ameraon, and David Biondolillo of the Public Works Agency; Mike McCoy, Police Department; and Sharon McCain-Johnson, Recording Secretary. A B. Approval of tha Minutes from the Regular Meeting of November 27, 1995. RECOMMENDATIONS Approve the Minutes of the Regular Meeting of November 27, 1995. Commissioner Oliver moved to approve the Consent Calendar. The motion was seconded by Commissioner Nalle. AYES: Mondo, Oliver, Doughty, Nalle, and Pedroza NOES: None ABSENT: Brown and Segura Reconsideration of actions taken at the previous meeting. ZONING ORDINANCE AMENDMENT NO. 95-5 (Vince Fregoso) Filed by the City of Santa Ana to change sections of the sign code pertaining to freeway eignage, monument eignage, and major building wall eignage. RECOMMENDATION: Recommend that the City Council approve Zoning Ordinance Amendment No. 95-5. Mr. Fregoso briefly indicated that the Zoning Ordinance Amendment was to amend the sections of the sign code relating to freeway signage, monument signs in landscape planters, and major building identification signs. Staff determined that the proposed changes would clarify the sign code through the approval of minor amendments and provide flexibility and competitiveness with other sign codes in Orange County. Commissioner Oliver asked if business owners would be notified of the changes reflected in Zoning Ordinance Amendment. Mr. Fregoso indicated no. This Ordinance represents sign code amendments directed by City Council over the past year. However, Mr. Adams added, if the Commission preferred staff could notify business owners. Commissioner Doughty expressed that notifying the business owners would be a good idea. Commissioner Oliver moved to approve Zoning Ordinance Amendment No. 95-5. The motion was seconded by Commissioner Doughty. AYES: Mondo, Oliver, Doughty, Nalle, and Pedroza NOES: NOrie ASSENT: Brown and Segura ENVIRONMENTAL CONSULTANT CONTRACT AND SELECTION (Maya DeRosa) Filed by the City of Santa Ana to establish a list of environmental consultants to perform future work for the City and implement a standard contract authorizing these consultant services. Recommend that the City Council authorize the City Attorney to prepare and the Mayor and Clerk of the Council to execute environmental consultant contracts with the 20 consulting firms identified on the attachment. Me. Maya DeRosa provided an overview of a proposal to change the environmental consultant selection process by the City selecting the EIR consultants and directly manage the EIR contract with the consultant. This will enable staff to be involved in all aspects of the project; improve the quality of the work; obtain more objective reports; and increase the variety of consultants doing work for the City. Twenty consulting firma were selected and would be managed by the Environmental Coordinator. The City would provide a separate account for fees for the project and the applicant would pay the City directly.
