MINUTES OF TSE REGULAR MEETING <br />CITY OF SANTA ANA, CALIFORNIA <br />PLANNING CO1OlI SSION <br />November 13, 1995 <br /> <br />The Regular Meeting of the Santa Ana Planning Commission was called to order by <br />Chairman Mondo at 6:05 p.m. in the City Council Chambers, 22 Civic Center Plaza, <br />Room 147 Santa Ana, California. Other Commissioners present included: Margaret <br />Brown, Molly Doughty, Alexander Nalle, Lynnette Pedroza, and Teresa Segura. Also <br />in attendance were Robyn Uptegraff, Executive Director, Kenneth Adams, Planning <br />Manager; Richard Lay, Assistant City Attorney; Charles View, Senior Planner, <br />Linda Hale, Senior Planner, Jeffry Rice, Senior Planner, and Joseph Edwards, <br />Associate Planner. Other staff in attendance included: Pam Lucado, Public Works <br />Agency, Mike McCoy and Yolanda Pena, Police Department, Sharon McCain-Johnson, <br />Recording Secretary. <br />CONSENT CAL?~ARs <br />A. APPROVAL OF TH8 MINUTES of the regular Plaaniaa Commission meeting of <br />October 23, 1995. <br />Approve the minutes of the regular meeting of November 23, 1995. <br />B. RECONSIDERATION OF ACTIONS taken at previous meeting. <br />None. <br /> <br />C. CONDITIONAL USE PERMIT NO. 95-22 (Marta Crane) <br />Filed by Santiago Parrs to allow the sale of beer and wine (Type 41 <br />license) for on-premise consumption at an existing restaurant (P`at zcuaro <br />Restaurant) located at 220 West First Street. <br />Confirm the Action of the Zoning Administrator approving Conditional Use <br />Permit No. 95-22 as conditioned by staff and adopt the findings as <br />submitted by staff. <br />*** E N D O F C O N S E N T C A L E N D A R*** <br />Commissioner Brown removed Conditional Uae Permit No. 95-22 from the <br />Consent Calendar for clarification of hours of alcoholic consumption on <br />the conditions of approval. She moved to approve the remainder of the <br />Consent Calendar items. The motion was seconded by Commissioner Nalle. <br />AYES: Mondo, Brown, Doughty, Nalle, Pedroza, and Segura <br />NOES: None <br />ABSENT: Oliver <br />Ms. Uptegraff stated that the Planning Division condition regarding the <br />hours of consumption would be deleted and the Police Department's hours of <br />consumption would remain. <br />Commissioner Brown moved to approve Conditional Use Permit No. 95-22. The <br />motion was seconded by Commissioner Nalle. <br />AYES: Mondo, Brown, Nalle, Pedroza, and Segura <br />NOES: Doughty <br />ABSENT: Oliver <br /> <br />D. Discus:ion of ABC approval process. <br />(Charles View) <br />Mr. Charles View, Senior Planner, presented an overview of the City's <br />review process for ABC applications. As part of his presentation, he <br />displayed a chart which illustrated a reduction in the total number of <br />licensee inthe City within the last five years. He explained that land <br />use approval for a license request may be obtained through either a land <br />use certificate or a conditional use permit. <br />Me. 2elenne Cardenas, Director of Project Sabado, presented an overview of <br />Project Sabado and formally requested the Planning Commission to direct <br />staff to adopt a nuisance abatement ordinance dealing with nonconforming <br />liquor establishments. The City's current nuisance abatement ordinance <br />does not specifically address liquor establishments. She indicated that <br />the adoption of such an ordinance would give the city more leverage in <br />dealing with many existing establishments which do not currently have a <br />conditional use permit. <br />Ma. Angela Goldberg of Project Sabado, also addressed the Commission. She <br />indicated that the nuisance abatement ordinance modeled after the Los <br />Angeles Ordinance could be easily implemented. In addition, it would <br />serve as a powerful deterrent, encouraging existing establishments to <br />follow city guidelines for appropriate business practices. Ms. Goldberg <br />
