Mr. Lay indicated the City presently did not have an anti scavenger <br />ordinance. The City Attorney's Office could draft and ordinance, <br />however, its enforcement would be very difficult. <br />3. Commissioner Brown indicated the Liquor Store on First and Pacific <br />Streets was presently boarded up, she had noticed an increase in <br />loitering and asked if the store was permanently closed. <br />Ma. Yolanda Pena, Police Department, stated the ABC license was <br />still active.
