GENERAL PLAN AMENDMENT NO 98-04 <br />DEVELOPMENT AGREEMENT NO. 98-1)1 <br />Filed by Kaiser Permenente to allow a zone change from Light Industrial (M1) to Professional (P) <br />and a general plan amendment from Industrial (I) to Professional (P) in order to facilitate the <br />construction of a medical office building located at 3401 South Harbor Boulevard in the Light <br />Industrial (Ml) zoning district. <br />LEGALLY NOTICED: September 4, 1998 <br />PUBLICLY NOTICED: August 28, 1998 <br />Mr. Vince Fregoso, Associate Planner, presented the staff report and recommendation. <br />Mr. Richazd Miller, representing Kaiser, indicated that Kaiser was a nonprofit Health Care provider <br />and that the project would benefit the community in Santa Ana. <br />There were no public comments. <br />Commissioner Mondo stated that he had received a phone call from the property owner who was <br />located south of the proposed project and requested staff to include the owner in the rezoning <br />application if the property owner expressed an interest. <br />Motion to recommend that the City Council adopt an ordinance approving Amendment Application <br />' No. 98-11; recommend that the City Council adopt a resolution approving General Plan <br />Amendment No. 98-04; and adopt an ordinance approving Development Agreement No. 98-01. <br />MOTION: Nalle SECOND: Mondo <br />AYES: Verino, MacDowell, Mondo, Doughty, Nalle, Cribb, and Solorio <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />5. Comments from the Executive Director. <br />Ms. Uptegraff apprised the Commission that staff would be requesting the City Council to establish <br />a moratorium for sexually oriented businesses and stated that an ordinance would be reviewed by the <br />Planning Commission at the next scheduled meeting. <br />6. Comments from Planning Manager. <br />Mr. Adams apprised the Commission that a proposal for aRite-Aid project, located in the artist <br />village, would be reviewed by them at the next scheduled meeting. <br />7. Comments from the Planning Commission. <br />' Commissioner Solorio requested staff to provide an update on the Catering Hall on Second and Main <br />Streets. Ms. Uptegraff responded that the Police Department was checking the site on Friday and <br />Saturday nights. <br />Commissioner Doughty informed staff that on there was graffiti on the fence located at the 200 block <br />of Nineteenth and Main Streets and requested that it be removed; and requested that staff suggest to <br />the applicant to name a facility or street to acknowledge a woman at the 2828 North Bristol location. <br />Commissioner Cribb suggested that the applicant for 2828 North Bristol name the private streets by <br />acknowledging golf sites. <br />PLANNING CGMhtISSIGN MINUTES <br />5 <br />Sepmmber 14, 1998 <br /> <br />
