E. ZONING ORDINANCE AMENDMENT NO. 98-02 <br />E. ZONING ORDINANCE AMENDMENT NO. 98-02 <br />Filed by the City of Santa Ana to amend the City codes pertaining to wireless communication <br />facilities. <br />(Continued by the Planning Commission March 9, 7998 to April 27, 7998) <br />RECOMMENDATION: <br />Recommend that the City Council adopt an ordinance approving Zoning Ordinance Amendment No. <br />98-02 and the wireless communication facilities general conditions. <br />Mr. Vince Fregoso, Associate Planner and Chazles View, Downtown Development Manager, <br />provided an overview of the proposed wireless ordinance, discussed the modifications to the <br />ordinance as previously requested by the Commission, and staff recommendation. <br />The following public members spoke in favor of the proposed ordinance but expressed concern <br />regazding the five yeaz sunset clause: <br />Barbara Saito, Nextell <br />Dean Brown, AirTouch <br />After further discussion, Commissioner Mondo indicated that he would like the property owner <br />notified of the obligation to remove abandoned facilities if the applicant failed to do so; and if a <br />monopole had a stealth design require a five yeaz review rather than a sunset. If a monopole had no <br />stealth design, require a five year sunset clause. <br />Motion to recommend City Council approve Zoning Ordinance Amendment No. 98-02 with the <br />noted modifications. <br />MOTION: <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br />F. Discussion of t <br />Mondo SECOND: Solorio <br />MacDowell, Mondo, Doughty, Nalle, Solorio, and Cribb <br />None <br />Verino <br />None <br />he Urban Design Element of the General Plan. <br />Mr. Jeffry Rice, Senior Planner, lead a discussion regarding the proposed Element. <br />Commissioner Solorio commented that he would like priority placed on all gateways into the City and <br />staff develop a citywide plan for all entry ways and for projects citywide. <br />Commissioner Cribb commented that he believed the entries into Santa Ana should never be less than <br />the adjacent cities; that the entry ways should attract revenue and support businesses. In addition, <br />he specifically used South Bristol as an example and stated that someone traveling from the <br />Southcoast area can clearly identify when they reach the City. <br />Commissioner Mondo commented that he would also like to discuss and review the South Bristol <br />area. <br />G. Discussion of the Economic Development Element of the General Plan. (Linda Hale) <br />Ms. Linda Hale, Senior Planner and Ms. Patti Nunn, Economic Development Manager, led a <br />discussion regazding the proposed Economic Development Element and provided an overview of the <br />six Element goals. <br />' Commissioner Solorio commented that he would like to see the Element encourage: youth <br />employment; employment with comprehensive benefit packages, and increase the City's efforts to <br />import and export to NAFTA and Pacific Rim countries. <br />Commissioner Cribb commented that he would like to see a strategy for economic development in <br />Santa Ana.
