ZONING ORDINANCE AMENDMENT NO. 97-11 <br />Filed by the City of Santa Ana to amend uses to permit temporayy new caz sales facilities and auto <br />part sales in conjunction with an adjacent new caz dealership located at 1305 through 1535 Auto Mall <br />Drive in the Specific Development 60 zoning district. <br />LEGALLY NOTICED: November 28, 1997 <br />RECOMMENDATION: <br />Recommend that the City Council adopt an ordinance approving Zoning Ordinance Amendment No. <br />97-11. <br />Mr. Jeffry Rice, Senior Planner provided an overview of the staff report and recommendation. <br />Motion to recommend that the City Council approve Zoning Ordinance Amendment No. 97-11. <br />MOTION: Hanna <br />SECOND: Hanna <br />SECOND: Doughty <br />AYES: Nalle, Oliver, Doughty, Hanna, MacDowell, and Solorio <br />NOES: None <br />ABSENT: Verino <br />After further discussion, Commissioner MacDowell recommended modification to the ordinance <br />specifying that the temporary automobile sale facilities shall not exceed two months unless approved <br />by the Planning Commission. <br />Motion to recommend that the City Council approve Zoning Ordinance Amendment No. 97-11 with <br />modified language of the ordinance. <br />MOTION: <br />AYES: <br />NOES: <br />ABSENT: <br />SECOND: Hanna <br />Nalle, Oliver, Doughty, Hanna, MacDowell, and Solorio <br />None <br />Verino <br />G. Discussion of the Regulation of Exterior Automatic Machines and Community Bulletin Boards <br />citywide. (Bill Apple) <br />Due to time constraints no discussion took place. <br />H. Discussion of the General Plan Land Use Element. <br />1. Logan area. <br />2. East Fifth Street. <br />(Linda Hale) <br />(Sergio Klotz) <br />Ms. Linda Hale provided a background discussion of the history of the Logan area, discussed the <br />. survey that was conducted in 1995, and provided an overview of the direction given to staff by City <br />Council. <br />The Commission requested staff to provide owner occupied properties in the Logan area; current data <br />indicating how many residential property owners existed versus business owners in the Logan azeas; <br />and the number of properties zoned Industrial and Residential. <br />The following members of the public spoke in support of the rezoning of the Logan azea to Industrial. <br />It was expressed that the market values in the area for residential homes had substantially decreased; <br />the appearance of residential homes in the area had deteriorated; and the interest demonstrated by <br />developers to develop new industrial or commercial business in the Logan area had increased: <br />PL4NNING COMMISSION MINVTES 2 <br />DECEMBER B, 1997 <br />
