RECOMMENDATION: <br />RECOMMENDATION: <br />Filed by the City of Santa Ana to provide a comprehensive revision to the Land Use Element of the <br />General Plan. <br />1. Receive and file the public comments for General Pian Amendment No. 97-05. <br />2. Receive and file the public comments for Environmental Impact Report No. 97-01. <br />Ms. Linda Hale, Senior Planner, provided an overview of the proposed Land Use Element. <br />Ms. Maya DeRosa, Environmental Coordinator, provided an overview of the potential environmental <br />effects of the proposed Land Use Element. <br />The following members of the public commented on the proposed Land Use Element of the General <br />Plan: <br />Mr. Mario Ruiz, property owner, expressed his concern regarding the present zoning of the Logan <br />azea and requested that the Planning Commission redesignate the Logan azea from Residential to <br />Industrial. <br />Ms. Veronica Ruiz, property owner, requested that the Logan area be redesignated from Residential <br />to Industrial. <br />Mr. Dave Nickey, Nickey Petroleum, indicated that he owned property that was zoned Commercial; <br />the City had redesignated the property to Residential which did not allow him to expand his business <br />and property. In addition, Mr. Nickey requested that the Commission rezone the area. <br />Mr. Esther Hernandez, requested that the Commission redesignate the Logan area to Industrial as <br />they previously recommended to the City Council. In addition, Ms. Hernandez commented that the <br />Council was favorable to the artist village area but displayed bias actions towazds the Logan area <br />residents by not rezoning the azea. <br />Mr. Frank Saziol, representing the Mexicans Supermarket, requested that the Commission redesignate <br />Fifth, Mortimer, and Lacy Streets azea to General Commercial. He commented that the General <br />Plan's Medium Residential designation was inconsistent and intruded into some businesses in the area. <br />Mr. Adams informed the Commission that the Logan azea had a long history regarding land use <br />issues. He indicated that staff would provide the Commission with the history and results of <br />previously conducted surveys of the azea, and would have a study session at the next upcoming <br />Planning Commission meeting to discuss the Logan area and the Fifth, Mortimer, and Lacy Streets <br />azea. <br />Commissioner Solorio asked if the 94 property owners had been notified of the proposed General <br />Plan changes. In response, Ms. Hale stated that State law does not required individual notification. <br />However, legal notification was provided in the newspaper. <br />The Commission unanimously agreed that it would benefit the property owners if staff would provide <br />individual notification for the Logan and Fifth Street areas of the proposed General Plan and <br />welcomed the study session. <br />4.
