Capital Improvement Prooram for 1997-98. (Manuel Gomez) <br />(Continued by the Planning Commission May 12, 1997 to May 27, 1997) <br />Approve Capital Improvement Program 1997-98. <br />Mr. Manuel Gomez presented the revised proposal for the Capital Improvement <br />Program for 1997-98. <br />Commissioners MacDowell and Oliver expressed concerns regarding the allocated <br />fees for traffic studies; the lack of funding for street improvements; and <br />the fact that no funds had been provided for park improvements in the City. <br />MOTION: Doughty SECOND: MacDowell <br />AYES: Na11e, Oliver, Doughty, Verino, and MacDowell <br />NOES: Mondo <br />ABSENT: Hanna <br />Commissioner Mondo indicated that he was not in support of the motion due to: <br />1) the funds allocated for the advanced transportation information kiosk; 2) <br />the Alton/Maple Street bike crossing, he expressed concern regarding the cost <br />and lack of information provided as to how bikes would be able to cross the <br />intersections; 3) the proposed Wilshire/Flower traffic signal; and 4) the <br />necessity for the traffic surveillance projects. <br />In addition, several Commissioners requested staff to conduct study sessions <br />of upcoming Capital Improvement Programs in order to allow the Commission to <br />thoroughly review the proposal before taking any future action. <br />6. Discussion of appurtenances, pav phones on walk-ways and buildinns. <br />(Bill Apple) <br />Due to time constraints, no discussion took place, <br />H. Comments from the Executive Director. (Robyn Uptegraff) <br />There were no comments. <br />I. Comments from the Planning Manager. (Kenneth Adams) <br />Mr. Adams informed the Commission of an upcoming study session for cellular <br />facilities on June 19, 1997 at 6:00 p.m. <br />J. Comments from the Planning Commission. <br />1. Commissioner Oliver informed staff that the landscaping at K & S liquor <br />store on Memory Lane is below standards and requested staff to inform <br />the applicant expeditiously since the site was an entry point into <br />Santa Ana. <br />2. Commissioner MacDowell commented that many commercial establishments on <br />Main Street were unsightly and requested additional enforcement for <br />establishments with illegal banners, window advertisements, and <br />establishments with speakers on sidewalks. <br />Mr. Adams indicated that the Building Division was responsible for <br />enforcement and he would inform Ms. Uptegraff to address his concerns. <br />3. Commissioner Doughty requested an update on 2828 Bristol Street and the <br />status of the E1 Comal restaurant on Seventeenth Street. <br />Mr. Adams indicated that there had been no change on 2828 Bristol <br />Street and E1 Comal was no longer trying to remodel/reconstruct the E1 <br />Coma1 restaurant on Seventeenth Street.
