PUBLIC HEARINGS <br />PUBLIC HEARINGS <br />ROLL CALL: The Regular Meeting of the Santa Ana Planning Commission was called to <br />order and conducted by Chairman Nalle in the City Council Chambers, 22 Civic Center <br />Plaza, Santa Ana, California. Roll call was answered by Commissioners Oliver, <br />Mondo, Doughty, Verino, Hanna, and MacDowell. Also in attendance were: Robyn <br />Uptegraff, Executive Director; Kenneth Adams, Planning Manager; Gary Sheatz, Deputy <br />City Attorney; Charles View, Senior Planner; Jeffry Rice, Senior Planner; Thomas <br />Childress, Associate Planner; Sergio Klotz, Associate Planner; Lynnette Perry, <br />Assistant Planner II; Marta Crane, Assistant Planner II; Pam Lucado, Public Works <br />Agency; Mike McCoy, Police Department; Sharon McCain-Johnson, Recording Secretary. <br />' PLEDGE OF ALLEGIANCE TO THE FLAG: The Pledge of Allegiance was led by Chairman <br />Nalle. <br />PROCEDURAL RULES: The procedural rules for the session were read by Chairman Nalle. <br />PUBLIC HEARINGS, 7:00 u.m. <br />1. CONDITIONAL USE PERMIT NO. 97-09 AND VARIANCE NO. 97-05 (Thomas Childress) <br />Filed by Mr. Jerry Greubel to construct a self-serve car wash on a <br />substandard sized commercial lot located at 1835 West First Street in the <br />General Commercial {C2) zoning district. <br />LEGAL NOTICED: March 30, 1997 <br />PUBLIC NOTICED: March 31, 1997 <br />RECOMMENDATION: <br />1. Approve Conditional Use Permit No. 97-09 as conditioned and adopt the <br />findings as submitted by staff. <br />2. Approve Variance No. 97-05 as conditioned and adopt the findings as <br />submitted by staff. <br />Mr. Tom Childress, Associate Planner, provided an overview of the staff <br />report and recommendation. <br />Mr. Gruebal indicated that he believed the site was a good location for a car <br />wash and all requirements and standards would be met. However, he would like <br />staff not to restrict the operations hours. <br />Commissioner Hanna asked if there were any limitations to the hours of <br />operation at the City of Orange site. <br />Mr. Gruebal responded that there were no hour limitations. <br />Mr. Craig Smith, Gruebel Company, spoke in favor of the proposed car wash. <br />Commissioner Hanna asked staff what type of consideration was given to <br />extending the hours of operation. <br />Mr. Childress indicated that the project was located near residential <br />property. At the interest of the local residents, staff limited the hours of <br />operation. In addition, Mr. Childress stated that the noise from car doors <br />closing and conversations at the site were primary concerns. <br />Commissioner Hanna asked what was the height of the wall and if staff <br />considered the site in Orange. <br />Mr. Childress responded the wall was six feet high. He had recently visited <br />the Orange site and believed it was a successful and a well run operation <br />however, he didn't believe the Orange site compared to the Santa Ana project. <br />Commissioner Hanna asked if the local residents were informed of the project. <br />Mr. Childress indicated that all residents within 300 feet of the site were <br />informed of the proposed project. <br />Motion to approve Con di tionaZ Use Permit No. 97-09 and Variance No. 97-05 as <br />conditioned. <br />MOTION: Oliver SECOND: Doughty <br />AYES: Na11e, Oliver, Doughty, Mondo, Verino, Hanna, and MacDowell <br />NOES: None <br />ABSENT: None <br />Commissioner Hanna commented that he would be interested in expanding the <br />hours of operation in the future and informed the applicant that if he <br />wished, he could request longer hours at a later date. <br />PLANNING COMbfISSION MINUTES 3 APRIL 14, 1997 <br />
