OENBRAL PLAN AMENDMENT NO. 96-09 AND AMENDMENT APPLICATION NO. 96-12 <br />(Sergio Klotz) <br />Filed by the City of Santa Ana to rezone property from General Commercial <br />(C2) to Open Space (O) and redesignate property from District Center (DC) to <br />Open Space (O). <br />(Continued by the Planning Commission November 25, 1996 to January 27, 1997) <br />LEGAL NOTICE: November 10, 1996 <br />PUBLIC NOTICSD: November 13, 1996 <br />RECONMENDATION: <br />1. Recommend that the City Council adopt a resolution approving General <br />Plan Amendment No. 96-09 to amend the Land Use Element of the General <br />Plan. <br />2. Recommend that the City Council adopt an ordinance approving Amendment <br />Application No. 96-12. <br />Mr. Sergio Klotz, Associate Planner, presented the staff report. <br />Commissioner Mondo asked if there would be landscaping at the site; who owned <br />the property; and if the owner is aware of the rezoning. <br />Mr. Klotz responded that no landscaping would be at the site; CalTrans owned <br />the property; and CalTrans had been made aware of the rezoning approximately <br />one year ago. <br />Commissioner Oliver asked if MainPlace mall had expressed any interest in the <br />site and if there was any other way to rezone the property in order to <br />achieve the City's objective. <br />Mr. Klotz responded that he had been in contact with MainPlace mall but no <br />interest was expressed in the parcel. However if someone came along with a <br />proposal, rezoning could be done if appropriate. <br />Commissioner Nalle indicated that he felt this was the appropriate zoning for <br />this property. <br />MOTION: Nalle SECOND: Doughty <br />AYES: Brown, Nalle, Doughty, Oliver, and Pedroza <br />NOES: Mondo <br />ABSENT: Segura <br />2. DRAFT ENVIRONMENTAL INPACT REPORT NO. 96-01 (Maya DeRosa) <br />To receive public comments for the Draft Environmental Impact Report and <br />potential environmental effects for the Discovery Science Center located at <br />2522 North Main Street. <br />LEGAL NOTICE: January 12, 1997 <br />PUBLIC NOTICED: January 15, 1997 <br />RECO}IIQENDATION: <br />Receive public comments. <br />Ms. DeRosa presented the staff report and indicated that staff would not <br />respond to any comments at this meeting. <br />Ms. Rim Sinclair, Floral Park, expressed concern regarding: <br />1. Parking spaces provided in Phase I and II of the project. <br />2. The entire site being underparked due to an overflow of vehicles from <br />Red Roof Inn, Kaplana, and Park Santiago. <br />3. Bus parking. Where would the parking be located? <br />4. Impacts to the bike path. What is staff's position? <br />5. The 70 foot high cube impacting the nearby neighborhoods. <br />Ms. Sinclair further commented that the EIR should not list parking as <br />unavoidable and requested staff to encourage a smaller cube for the project. <br />PLANNING COMMISSION MIND'f'ES 3 DECEMBER 9, 1996 <br />
