MAY 8, 2000 <br />CITY HALL COUNCIL CHAMBERS <br />22 CIVIC CENTER PLAZA <br />SANTA ANA, CALIFORNIA <br />' ROLL CALL 7:00 p.m. <br />PLEDGE OF ALLEGIANCE TO THE FLAG <br />PROCEDURAL <br />PUBLIC HEARINGS <br />1. 20NING ORDINANCE AMENDMENT NO.00-01 <br />Filed by the City of Santa Ana to modify various sections of Chapter 41, of the Santa Ana <br />Municipal Code, to establish permit regulations for the construction and design standards for front <br />yard fences in the Residential Estate (RE), Single-Family Residence (Ri ), Two-Family Residence <br />(R2), Multiple-Family Residence (R3), and Suburban Apartment (R4) zoning districts. <br />(Continued by the Planning Commission April 24, 2000 to May 8, 2000) <br />PUBLISHED IN THE REGISTER: April 14, 2000 <br />PUBLICLY NOTICED: April 12, 2000 <br />RECOMMENDATION: <br />1. Recommend that the City Council approve and certify the Negative Declaration for <br />Environmental Review No. 00-20. <br />2. Recommend that the City Council adopt an ordinance approving Zoning Ordinance <br />Amendment No. 00-01. <br />Mr. Kenneth Adams, Planning Manager, reviewed the policy issues addressed in the proposed <br />ordinance. <br />Commissioner Solorio requested that a full communication plan be implemented should the <br />ordinance be approved. <br />Commissioner Mondo requested clarification regarding the staff recommendation on pilaster size. <br />Mr. Adams indicated that some City Council Committee members supported smaller scaled <br />structural elements, however, staff believed that the pilaster size recommended was appropriate <br />in relation to the materials proposed. <br />Motion to recommend that fhe City Council: 1J approve and certify the Negative <br />Declaration for Environmental Review No. 00-20; and 2J adopt an ordinance approving <br />Zoning Ordinance Amendment No. 00-012. <br />MOTION: <br />Nalle <br />SECONDED: Cribb <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTENTION: <br />Mondo, Nalle, Solorio, Doughty, <br />None <br />None <br />None <br />Verino, Cribb, and Richardson <br />Commissioner Mondo reiterated that his support was contingent upon full enforcement of fence <br />regulations throughout the City. He also emphasized the need for aggressive notification and the <br />identification of incentive programs to assist with compliance. <br />2. CONDITIONAL USE PERMIT NO. 00-07 AND VARIANCE NO 00-05 <br />Filed by Mr. Marc Myers to allow a 60 foot monopole and relief from site improvements <br />located at 1241 South Grand Avenue in the Light Industrial (M1) zoning district. <br />4 <br />
