Discussion of Pedestrian Safety. <br />Corporal Mattke, Police Department and George Alvazez, Public Works Agency, discussed pedestrian <br />traffic and safety in the City. The discussion highlighted the Police Department's efforts to increase and <br />focus on traffic enforcement, the ongoing efforts with the school district, the education of the public <br />regarding pedestrian traffic and safety, and the relationship with other Agencies citywide. In addition, Mr. <br />Alvarez provided information regarding the State grant funds, the possibility of reducing speed limits and <br />providing additional signals when necessary to increase safety, and the ongoing speed surveys conducted to <br />increase pedestrian safety citywide. <br />Commissioner Solorio requested staff investigate as to whether the City could receive all revenue from the <br />traffic citations and utilize the funds in pedestrian safety and street improvements. <br />Commissioner Cribb expressed concern regarding some of the locations of school in the City and requested <br />staff work with the school district to assist in the planning of school sites. <br />Commissioner Mondo stated that there had been negative articles in the local nespaper regarding pedestrian <br />safety and asked if the press had been informed of the City efforts. Corporal Mattke informed the <br />Commission that the identical information and presentation had been given to the press; however, the press <br />had not displayed the positive efforts in the recent articles. <br />H. Discussion of Capital Improvement Program. <br />Ms. Joyce Amerson, Public Works Agency, provided a brief overview of the proposed Capital Improvement <br />Program for 2000. <br />Commissioner Solorio expressed concern regarding the program not addressing or providing maintenance to <br />the azeas in the City where the homes are routinely flooded when rain occurred. <br />Commissioner Verino expressed concern regarding the dilapidated condition of Raitt Street and cottunented <br />that there are tnany old areas in the City that were in need of repair and commented that streets were usually <br />only repaired when major developments occurred. <br />After further discussion, Commissioner Mondo requested a list of all unfunded projects for the meeting in <br />April 2000 when the Capital Improvement Program would be brought to the Commission for action. <br />I. Discussion of the fence ordinance. <br />Ms. Marta Crane, Associate Planner displayed a power point presentation of fences citywide and provided an <br />overview of the upcoming proposed fence ordinance. <br />Several Commissioners expressed concern regarding the fence ordinance and stated that many property <br />owners may have spent an enormous amount of money on their fences, however, according to the proposed <br />ordinance, their fences may not meet the proposed code amendment. <br />3 <br />
