2. ZONING ORDINANCE AMENDMENT NO. 99-04 <br />(Continued by the Planning Commission Apri19, 2001 to April 23, 2001) <br />Filed by the City of Santa Ana to modify Chapter 41 of the Santa Ana Municipal <br />Code pertaining to motel and hotel uses; and adding definitions to residential <br />hotels and extended stay hotels. <br />PUBLISHED IN THE REGISTER: March 16, 2001 <br />PROPERTY OWNERS NOTIFIED: March 16, 2001 <br />RECOMMENDATION: <br />Recommend that the City Council: <br />1. Approve and adopt the Negative Declaration for Environmental Review No. 99-62. <br />2. Adopt an ordinance approving Zoning Ordinance Amendment No. 99-04 and design <br />and development standards. <br />Ann Ni, Associate Planner, provided an overview of the proposed ordinance, presented <br />the staff report and recommendation. <br />Chairman Mondo opened the public hearing at 7:46 p.m. <br />Pamela Sapetto, Government Solutions, voiced concerns on ordinance noting that the <br />hotel industry still had concerns regarding development standards and would like to <br />separate out proposed development standards for further discussion and come up with a <br />better solution. <br />Chris Ivy, representing Marriott, noted that they have a project in site plan review which <br />would not fit the criteria for hotel/motel as proposed, noting concerns in the open space <br />and restaurant requirements. <br />Donald W. Wise, Wise Hotel Investments, voiced concerns on design and development <br />standards commenting that the Hilton Garden Inns is looking at a site in Santa Ana and <br />has similar issues as Mr. Ivy. <br />David Rose, representing Extended Stay America, voiced concerns on proposed <br />ordinance and design and development standards for long-term business hotels. <br />Richard Julian, representing Advanced Real Estate, voiced concerns on design and <br />development standards noting the requirement for kitchen in the transient residential <br />hotels. <br />Anil "Neil" Shah, Owner of Saddleback Inn, voiced concerns for standards for extended <br />stay and not being able to comply and indicating the difficulty of selling the business with <br />standards. <br />Chairman Mondo closed the public hearing at 8:27 p.m. <br />Commissioner Cribb noted his support of requiring hotels with afull-service restaurant <br />Jeff Rice, Principal Planner, noted that staff developed different sets of development <br />standards for each hotel type, adding that the standards are guidelines. All require a <br />conditional use permit and would come before the Commission on a case-by-case basis. <br />Discussion ensued on the meetings staff had with the hotel/motel industry, the three <br />categories, and the 13 hotels/motels curcently operating as transient/residential hotels. <br />Chairman Mondo noted his concerns with the specific standards for the <br />transient/residential hotels and the long-term stay business hotels, an example being the <br />open space requirement. <br />Commissioners Leo and Richardson pointed out that the moratorium ends on May 15 <br />which obligates the Commission to offer their decision and move the ordinance forward <br />to the Council. <br />PLANNING COMMISSION MINUTES 5 APRIL 23, 2007 <br />
