WORK STUDY SESSION <br />D. Discussion of Armstrong Ranch <br />Mr. Vince Fregoso, Senior Planner, gave background information on Armstrong Ranch <br />owned by C.J. Segerstrom & Sons and introduced representatives from C.J. Segerstrom <br />& Sons to update everyone about the proposed development which is currently in site <br />plan review. <br />David Wilson of C.J. Segerstrom & Sons discussed the 90 acre site, described the <br />proposed residential component, noted an agreement they entered into with the Diocese <br />of Orange for 15 acres for the development of a new cathedral, and discussed the <br />number and sizes of the lots. Mr. Wilson then introduced Jeff Reese of C.J. Segerstrom <br />& Sons. <br />Mr. Reese commented on the market analysis, the target market, how they elected to go <br />with a single family housing product, described the size of the units and the lots, noted <br />they are in the process of interviewing residential builders, and passed out graphics to <br />illustrate the types of housing they have in mind. <br />Discussion ensued on the number of floors for the units, size of the yard to <br />accommodate swimming pools, widening of Bear Street and MacArthur Boulevard, <br />landscaping and set-backs, and cost of homes which would range from the mid <br />$400,000 to high $500,000. Commissioner Verino voiced concern that the Ladera <br />Ranch homes are too close together and requested that units be given enough space in <br />the yards and between the homes. <br />Commissioner Cribb inquired if the Commission might be able to participate in naming <br />the new streets and requested they look and amenities such as a fountain. Mr. Rice <br />answered that upon approving the map that the Commission will have the authority to <br />approve street names <br />Commissioner Leo requested that they make DSL lines accessible for new homeowners. <br />Mr. Kaufman noted that the city is in the early stages of renegotiating with the city's <br />cable provider, Adelphia, with one issue being receiving cable channels with access <br />through the Internet. <br />COMMISSION RECESS AT 5:43 P.M. <br />RECONVENED AT 6:09 P.M. <br />E. Review of Current Obiectives and Establishment of the Planning Commission <br />Obiectives for 2001 <br />Mr. Rice reviewed the Planning Commission Objectives and Work Efforts for Year 2000- <br />2001 and 2001-2002. Mr. Rice noted that the first 10 objectives were from the previous <br />year and the next page of objectives were other work efforts proposed for the next 18 <br />months. <br />Commissioners added the following objectives: <br />• Rear yards next to non-residential property <br />• Civic Center Master Plan <br />• Online permit processing <br />' Utility Undergrounding/CIP <br />Ms. Nelson noted that the 2001-02 CIP program will be reviewed in March. Ms. Nelson <br />also informed the Commission that Councilmember Solorio is calling on a committee to <br />assist in naming of a city facility/park in honor of Cesar Chavez. The committee will <br />need action by the Planning Commission on March 12 in order to be approved by City <br />Council and available for announcement on March 31, Cesar Chavez Day. <br />F.
