J. Discussion reaardina aluminum replacement windows. <br />Commissioner Cribb discussed with the Commission concerns expressed by the Historic <br />Resources Commission regarding aluminum window replacements and the precedence <br />set for quality restoration for buildings throughout the City 50 years or older. <br />The Planning Commission expressed concerns regarding property owner's legal rights <br />' with the requirements; the unintended implications/consequences; and indicated that the <br />would be willing to review requirements for historical districts in the City but would like all <br />of the legal research completed as it would apply to property owners. In addition, the <br />Commission requested staff to provide a cost analysis for the replacement of wood <br />windows versus aluminum windows for both the Planning Commission and Historic <br />Resources Commission. <br />K. Discussion of South Bristol Corridor Plan. <br />Ms. Marta Crane, Associate Planner and Irma Hernandez, Assistant Planner I, provided <br />an overview of the street improvements for Bristol Street south of Warner Avenue. Staff <br />discussed encouraging visible improvements, upgrades in landscaping, and the <br />upcoming improvement plans on Bristol Street. <br />Mr. Frank Orenales, Public Works Agency, apprised the Commission of the ongoing <br />street improvements, landscaping, and lighting improvements. <br />Commissioner Cribb commented that he believed there was a different street impact <br />leaving the Costa Mesa and South Coast. Plaza area and entering into the City of Santa <br />Ana and requested that every opportunity be taken under consideration when deciding <br />materials and improvements. <br />' Chairman Mondo commented that he believed after passing Warner Avenue additional <br />improvements were necessary such as landscaping, curb and asphalt repairs and <br />underground utilities. <br />Staff informed the Commission that this was the initial step for the street improvement <br />program and additional study sessions would be forthcoming. <br />L.
