9. Provide 8 exercise controllers for a 1-day period. The controllers will <br />assist with exercise administration and control, and will lead the hot wash <br />debrief session(s) at the conclusion of the exercise. <br />10. Provide 8 vests to identify exercise controllers, 8 vests to identify <br />exercise evaluators, and up to 100 badges to identify exercise <br />participants, evaluators, controllers, and observers. <br />11. Assist with controller and evaluator training by providing a <br />Controller/Evaluator Briefing describing the roles and responsibilities of <br />exercise evaluation. <br />12. Debrief and record notes from the exercise controllers and evaluators <br />prior to exercise completion. <br />13. Prepare and submit a draft AAR within 45 days of exercise completion. <br />Final AAR will be delivered to CSUF and ASAUA no later than 60 days <br />after exercise completion. <br />14. Prepare 5 hard copies and 1 CD-ROM copy of the report and submit to <br />CSUF. <br />15. Prepare all documents in accordance with HSEEP standards. <br />Cost: $62,000.00 <br />C. Mass Casualty Full Scale Exercise (FSE). This one day, 8 hour full scale exercise, <br />to be delivered once in Year 1, will support the Joint Commission requirement for <br />hospitals within Orange County to conduct two full-scale exercises per year, with <br />one of the two exercises focused on a mass casualty scenario. This event will <br />include 300 participants. Willdan will provide health, medical and exercise subject <br />matter experts to support Orange County Hospitals in meeting this requirement by <br />completion of the following items: <br />1. Coordinate and facilitate three planning meetings, and submit planning <br />meeting summaries to the exercise design team. <br />2. Coordinate and facilitate two Master Scenario Events List (MSEL) <br />conference meetings. <br />3. Develop a baseline scenario for use during the exercise. <br />4. Develop and reproduce 20 copies of the exercise plan (EXPLAN) for the <br />drill. <br />5. Develop and reproduce 20 copies of an exercise Controller/Evaluator <br />(C/E) Manual, including evaluation criteria. <br />6. Produce a MSEL to support 8 hours of Full Scale Exercise play. <br />7. Develop and reproduce 300 copies of the exercise Participant <br />Guides/Player Handouts. <br />ASAUA HSEEP Year 1 Page 2
