SANTA ANA CITY COUNCIL COMMITTEE <br />PUBLIC SAFETY <br />Minutes of Meeting <br />September 28, 2010 <br />CALL TO ORDER <br />The meeting was convened at 5:30 p.m. at Santa Ana Police Department, 60 Civic Center Plaza, <br />4'h Floor. Santa Ana, California. <br />ATTENDANCE <br />Councilmembers present: Claudia Alvarez, David Benavides <br />Staff present: Police Chief Paul Walters, Fire Chief Dave Thomas, Assistant City Attorney <br />Theresa Judd, Executive Inspector Hank Couisine, Sergeant Raul Rivera, and Loretta Tafoya, <br />Recording Secretary. <br />Public sign-ins: Irma Macias and Renee Guzman <br />SUMMARY OF DISCUSSIONS <br />APPROVAL OF MINUTES <br />Approved Minutes of the July 27, 2010 meeting. <br />MODULAR SECURING SYSTEM - Canceled <br />3. SANTIAGO PARK UPDATE <br />Chief Walters stated the Police Department cori'tinues to work the POP project at <br />Santiago Park. Sgt. Rivera reviewed the problem of lewd conduct. The City has <br />removed the bathroom stalls, landscaped, and posted new signs indicating the park <br />hours to deter the lewd activity. Vice Officers conducted an arrest program at Santiago <br />Park in March which resulted in 10 to 12 arrests. The arrest program for the prior month <br />resulted in three arrests. Patrol Officers have been encouraged to make random patrols, <br />and the Park Rangers have been closing the restroom facilities at dusk. Mounted Patrol <br />will also begin patrolling the park. Executive Inspector Hank Couisine said the problem is <br />80% under control. <br />4. PUBLIC COMMENTS <br />A citizen expressed concern there are no traffic lines painted on her street. She feels it is <br />a safety hazard. Committee member Benavides said that he would look into it. Citizens <br />commented how the landscaping at Santiago Park has been beneficial. There was a <br />complaint regarding the Graffiti Task Force's website being outdated and having low <br />stats. <br />5. COMMITTEE MEMBER COMMENTS <br />No comments from Committee members. <br />6. ITEMS FOR NEXT MEETING <br />Update on Fire Station #3 <br />Presentation on homicide stats <br />7.
