Voucher Issuance and Briefing
For families approved to move to a new unit within SAHA's jurisdiction, SAHA will issue a new
voucher within 14 days of SAHA's written approval to move. A move briefing is conducted
when the voucher is issued. SAHA will follow the policies set forth in Chapter 5 on voucher
term, extension, and expiration. If a family does not locate a new unit within the term of the
voucher and any approved extensions, the family may remain in its current unit with continued
voucher assistance if the owner agrees and SAHA approves. Otherwise, the voucher expired and
the family will lose the housing assistance.
For families moving into or families approved to move out of SAHA's jurisdiction under
portability, SAHA will follow the policies set forth in Part II of this chapter.
Housing Assistance Payments (HAP) [24 CFR 982.311(d)]
When a family moves out of an assisted unit, SAHA will not continue to make any further
payment to owner. If a single member household passed away, owner will keep HAP to the end
of the same month. SAHA will recoup any HAP paid to owner after the family has moved out of
the unit.
If a participant family moves from an assisted unit with continued tenant-based assistance, the
term of the assisted lease for the new assisted unit may begin during the month the family moves
out of the first assisted unit. Due to certain circumstances family may request overlapping of
payment from old unit and new unit. Request must be in writing and approved by SAHA before
moving out of old unit. If the request was not submitted timely, SAHA reserves the right to deny
such request. Overlap of the last housing assistance payment (for the month when the family
moves out of the old unit) and the first assistance payment for the new unit, is not considered to
constitute a duplicative housing subsidy.
Page 10-4
11 /29/10
