4-III.C. SELECTION METHOD <br />PHAs must describe the method for selecting applicant families from the waiting list, including <br />the system of admission preferences that SAHA will use [24 CFR 982.202(d)]. <br />Local Preferences [24 CFR 982.207; HCV p. 4-16] <br />PHAs are permitted to establish local preferences, and to give priority to serving families that <br />meet those criteria. HUD specifically authorizes and places restrictions on certain types of local <br />preferences. HUD also permits SAHA to establish other local preferences, at its discretion. Any <br />local preferences established must be consistent with SAHA plan and the consolidated plan, and <br />must be based on local housing needs and priorities that can be documented by generally <br />accepted data sources. <br />All preferences must be applicable and verifiable at the time of selection from the waiting list. <br />SAHA uses the following local preference system: <br />~ Live/Work Preference -- Residency preference for families who live or work in the <br />jurisdiction at time of application (proof must be provided, e.g. utility bills, bank <br />statements, paycheck stubs, etc at their eligibility interview appointment). <br />~ United States Veteran Preference -- United States veterans or surviving spouses and <br />dependent children of a United States veteran, or active military personnel, their spouse <br />and their dependent children. Form DD 214 with an Honorable Discharge, or equivalent <br />verification, must be provided at the time of orientation. <br />~ Graduates of Transitional Housing Preference -- Graduates of transitional housing <br />programs whose agency has entered into a MOU with SAHA to provide one year of <br />support services to the participants after lease-up, not to exceed ten (10) vouchers per <br />fiscal year. <br />~ Mobile Home Coach Owners Preference -- Applicant must own a mobile home and rent <br />space in the City of Santa Ana. Applicant must provide title of coach. <br />~ Victims of Domestic Violence Preference -- SAHA will offer a local preference to <br />families with minor children that have been subjected to or victimized by a member of <br />the family or household within the past year. SAHA will require evidence that the family <br />has been displaced as a result of fleeing violence in the home. Families are also eligible <br />for this preference if there is proof that the family is currently living in a situation where <br />they are being subjected to or victimized by violence in the home. The following criteria <br />are used to establish a family's eligibility for this preference: <br />o Actual or threatened physical violence directed against the applicant or the <br />applicant's family by a spouse or other household member who lives in the unit <br />with the family. <br />o An applicant who lives in a violent neighborhood or is fearful of other violence <br />outside the household is not considered involuntarily displaced. <br />o SAHA will approve the return of the abuser to the household if a counselor, <br />therapist or other appropriate professional recommends in writing that the <br />individual be allowed to reside with the family. <br />iii29iio Page 4-8 <br />
