RESOLUTION NO. 2010-004 <br />A RESOLUTION OF THE HOUSING AUTHORITY OF <br />THE CITY OF SANTA ANA APPROVING THE <br />REVISION TO THE FIVE YEAR PLAN AND THE <br />AUTHORITY'S ADMINISTRATIVE PLAN, AND THE <br />SUBMISSION OF BOTH PLANS TO THE UNITED <br />STATES DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT <br />BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE CITY <br />OF SANTA ANA, AS FOLLOWS: <br />Section 1. The Housing Authority of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br />A. The United States Department of Housing and Urban Development <br />("HUD") requires housing authorities that administer a Housing Choice Voucher (HCV) <br />Rental Assistance Program to have a Five Year Plan and an Administrative Plan. <br />B. The purpose of the Housing Authority's (Authority) Five Year Plan is to <br />advise HUD, program participants and members of the public of its mission and strategy <br />to serve the needs of very low-income families. The purpose of the Administrative Plan <br />is to describe the Authority's policies and procedures to implement the HCV program in <br />Santa Ana. <br />C. The Five Year Plan provides information about the current operations of <br />the Authority including programs, participants, services for the upcoming year, and any <br />operational or tenant concerns. The current Plan was submitted in April 2010. At this <br />time, the Authority wishes to add project-based voucher assistance (PBV) to the Plan for <br />future developments. <br />D. The Administrative Plan serves as supporting documentation for the Five <br />Year Plan. The Authority's Administrative Plan was last adopted on March 1, 2004. The <br />Administrative Plan must be revised to ensure compliance with regulatory changes made <br />by HUD and policy and procedure changes proposed by the Authority. At this time, the <br />Authority proposes to revise the Administrative Plan to include language regarding the <br />Elimination of Mobility Program and the utilization of portability, the Enterprise Income <br />Verification system, the Violence Against Women and Department of Justice <br />Reauthorization Act of 2005, and the project based rental assistance. <br />E. HUD regulations require a forty-five (45) day comment period. On October <br />22, 2010, notification was published in the Orange County Register that the draft plans <br />was available for public review. The public comment period ended on December 7, <br />2010. Further, a public hearing was held by the Community Redevelopment and <br />Housing Commission on December 7, 2010, and all comments received at the hearing <br />are included in the final documents to be submitted to HUD. <br />HA Resolution No. 2010-004 <br />Page 1 of 2
