DISCUSSION REGARDING MILLS ACT CHANGES <br />Associate Planner Hally Soboleske provided the Commission with a handout <br />"Sample Residential Mills Act Contract Valuation" and discussed the Mills <br />Act/Historic Property Contract Assessment as compared with the Prop 13 <br />Assessment with regard to increased rental rates, the property tax valuation and <br />the capitalization rate as mandated by the State. <br />Commission discussion ensued regarding the number of processed Mills Acts, <br />the source for new rental rates and comparison with other cities. <br />G.
