WORK STUDY SESSION <br />C. OBJECTIVES FOR FISCAL YEAR 2003-2004 <br />Maya DeRosa, Senior Planner, presented the following proposed objectives for <br />fiscal year 2003-04: <br />1. Add 77 new properties to local register. <br />2. Develop strategy to complete a Historic Preservation Plan. <br />3. Approve marker text for remainder of 217 properties on historic register and <br />complete installation of downtown markers. <br />4. Finalize revisions to City's Historic Resources Map and make available on City <br />website. <br />5. Develop plan to create design standards for Historically Sensitive Area's (HSAs). <br />She outlined the purpose of a historic preservation plan, and the resources that <br />would be needed. Discussion was held regarding the categorizations that have <br />been completed to date and the requirements of being a Certified Local <br />Government (CLG). <br />Joseph Edwards, Planning Manager, provided an update on the Design and <br />Development Guidelines and on the status of the installation of the historic <br />markers. Hally Sobeleski provided an update on the anticipated availability of the <br />templates on the website. <br />Commissioner Kings noted that approval of marker text for the remainder of the <br />217 properties on the historic register, and completion of the installation of <br />downtown markers was part of a proposed Cultural Heritage Program and <br />requested that the program be further developed as part of the objective. <br />Discussion was held regarding numbering of marker plaques. Staff will research <br />to determine what had been previously agreed upon. <br />Commissioner Kings requested inclusion of an additional objective to establish <br />guidelines for designation of HSAs. Commissioner Chinn requested that the <br />Commission review the signage being utilized in Pasadena for direction to <br />historic areas to determine if it would be appropriate for Santa Ana. Mr. <br />Kaufman, Assistant City Attorney, advised that the Redevelopment Agency has <br />entered into a contract for signage and that Redevelopment staff will provide an <br />update to the Commission. <br />Commissioner Kings requested that the secondary list of potential historically <br />sensitive areas be placed on a future agenda for consideration and to review for <br />additions. <br />It was the consensus of the Commission that the Objectives for Fiscal Year <br />2003-2004 should be established as follows: <br />1. Add approximately 77 new properties eligible for listing to the Santa Ana Register <br />of Historical Property. <br />2. Develop strategy to complete a Historic Preservation Plan. Consider potential for <br />other Historically Sensitive areas. <br />' 3. Approve marker text for remainder of 217 properties on register and complete <br />installation of Downtown markers. Review Cultural Heritage Program and <br />integrate into City website. <br />4. Finalize revisions to City's Historic Resources Map and make available on the <br />City's website. <br />5. Develop plan to create design standards for Historically Sensitive Areas. <br />6. Create checklist for neighborhoods considering local and national register district <br />status (educational outreach). <br />D.
