Design and Development Standards. After a brief background discussion, Mr. Brodeur <br />provided an overview of the project explaining the importance of good design standards <br />and guidelines and how the implementation of these standards can affect a community. <br />He indicated that the project is currently in the "information gathering phase" and <br />solicited input from the Commission regarding concerns that need to be addressed, and <br />concepts they would like to see incorporated in the Design and Development Standards <br />document. <br />Councilmember Bist addressed the group and emphasized the importance of creating <br />' guidelines that provide options to property owners who seek to improve their properties. <br />The guidelines need to be flexible and should provide a menu of options while providing <br />appropriate direction. Ginelle Hardy of the Heninger Park Historic Neighborhood, <br />requested that the development standards address particular issues such as siding <br />repair, garage door replacement, accessory buildings and new construction. She also <br />raised a concern regarding the impacts of commercial development on historic <br />structures. The standards also need to include a component on historic restoration <br />consistent with the Secretary of Interior Standards. <br />Various commissioners provided input to the group. Discussion held regarding fencing <br />and landscape alternatives, standards for porches and attached garages, and standards <br />for commercial storefronts and awnings in the Downtown. Madame Chair Kings <br />stressed the need to focus on the street elevation and improvements that impact the <br />public view. Concern was expressed over the issue of compatibility of development <br />types, in particular the issue of "Mansionization", and the desire to see solutions <br />explored to prevent this from occurring in the future. Concern was also expressed <br />regarding the need to include the established neighborhood associations in the process <br />early, especially those associations that have been actively involved in this effort for <br />some time. It was noted that flexibility in the standards is key to the ease of <br />implementation and should be considered in the development of the document. <br />Commissioner Schaefer left the meeting at 6:25 p. m. <br />Mr. Brodeur indicated that he would be meeting again with the Commission in either <br />August or September to discuss the draft document after it has been prepared. <br />PUBLIC COMMENTS <br />D.
