BUSINESS CALENDAR <br />C <br />To recognize outstanding achievement in the areas of Restoration Rehabilitation, Merit, <br />and Historic Infill Design. <br />' RECOMMENDATION: <br />Recommend that the City Council adopt a resolution approving the City of Santa Ana <br />Award Program for Outstanding Historic Preservation Projects. <br />Hally Cappiello, Assistant Planner, presented the staff report. <br />Madam Chair Kings requested that the Award Eligibility category be modified to include <br />historically sensitive areas that have been identified, and that the Restoration Award <br />category be modified to include restoration of a building to its original or period of <br />historically significant appearance. <br />Motion to recommend that the Cify Council adopt a resolufion approving <br />the City of Santa Ana Award Program for Outstanding Historic Preservation <br />Projects. <br />MOTION: Giles SECOND: Corpin <br />AYES: Bustamante, Chinn, Corpin, Giles, Kings, O'Callaghan, Richardson, Schaefer (8) <br />NOES: None (0) <br />ABSENT: Gartner (1) <br />ABSTENTION: None (0) <br />WORK STUDY SESSION <br />D. CONFLICT OF INTEREST FORM 700 <br />Kylee Odette, Deputy City Attorney, provided an overview of the Conflict of Interest Form <br />700 and highlighted the information that is required to be provided. Available on-line <br />assistance and penalties were discussed. Patricia Healy, Clerk of the Council, outlined <br />what was reportable information and advised that all forms were due by April 2, 2002. <br />E. HISTORIC REHABILITATION LOAN PROGRAM UPDATE <br />Patricia Whitaker, Housing Manager, provided an update on the loan programs currently <br />available through the City. Criteria, funding resources, and income guidelines were <br />outlined. Potential costs involved in the rehabilitation of a historic home and marketing <br />efforts were discussed. Ms. Whitaker advised the Commission that the loan program <br />was designed to work with other loan programs available and not as a sole source of <br />funding. <br />Discussion held regarding the $50,000 maximum loan provision, borrowing by <br />nonprofits, and the State Historic Preservation Officer (SHPO) requirements. Madam <br />Chair Kings asked if the program could be extended to historically sensitive areas.
