RECOMMENDATION: <br />Adopt a resolution approving Historic Register Categorization Nos. 2002-13, <br />18, 19, 22, 26, and 28. <br />Hally Cappiello, Assistant Planner, presented the staff report and recommendation. <br />' No written communications had been received. <br />Madam Chair Kings opened the public hearing. <br />Edward Bertrand, Santa Ana resident, asked that the categorization for 1035 West Third <br />Street be tabled until the next meeting for further review. He stated that the house is <br />large, increases the density of the neighborhood, is associated with criminal activity, and <br />is unkempt. He noted that the area needs new development, not restriction and that the <br />loan program and Mills Act would not benefit this neighborhood. Mr. Bertrand's mother, <br />Vicky G. Flores, also stated this house is a problem for the neighborhood and has had <br />considerable police activity. <br />Commissioner Giles requested clarification and Mr. Bertrand responded that compared <br />to other houses, such as the Juhlin Victorian Cottage or the Smiley House, this is not a <br />model house and is similar to other homes in the area. <br />Madam Chair Kings noted the house is already on the Register. The initial list was <br />passed by the Council and the Commission is categorizing the house. <br />Mr. Bertrand made reference to hearing about proper notification not given; this was the <br />first opportunity to comment, he does not want to challenge the designation. <br />Kylee Odette, Deputy City Attorney, stated that in the previous case the owner of the <br />property at the time of placement was noticed. It is the subsequent property owners who <br />have raised the issue. <br />Commissioner Richardson asked that staff note the police situation and advise the police <br />department. <br />Madam Chair Kings asked staff to review code enforcement and police records. This is <br />an 1890 house and one of our few homes from this era remaining in place. <br />Commissioner Schaefer noted that Floral Park is not on the Register.
