NORTH BROADWAY DISTRICT PROGRAM <br />RECOMMENDATION: <br />Recommend the approval of the North Broadway District Program. <br />Jeffry Rice provided an update. Discussion held regarding desired boundary <br />changes, parameters of Historic Resources Commission review, the parking <br />structure at the YMCA, and historic district on Broadway. <br />A change to Exhibit 2 to include a requirement for 30-foot spacing for trees was <br />requested. <br />The following modifications to the proposed North Broadway Corridor Design <br />Standards were requested: <br />' 1. Inclusion of the model numbers on pages 9-12 <br />2. Include mass and void under desirable building patterns <br />3. Add height and proportions of buildings <br />4. Include spacing of windows and bays <br />Tim Rush, representing the Santa Ana Historical Society, spoke in opposition of <br />the One Broadway Plaza project and expressed concern regarding the proposed <br />demolition of the Yale Building. <br />JoAnn Ramirez, secretary of the Santa Ana Historical Society, spoke in support <br />of preserving historic properties. <br />Kenneth Wenzel, attorney for the Santa Ana Historical Society, spoke in <br />opposition of the project and the proposed demolition of the Yale Building. <br />Ben Kaufman advised of the process for obtaining a demolition permit. <br />Ms. Nelson advised the Commission that Mr. Harrah had agreed to have the <br />Yale Building boarded up and not to proceed with demolition until after the <br />historic review process has been completed. The decision to demolish a <br />structure ultimately rests with the property owner, as the economics of the project <br />need to be considered. Also, the historic provisions of the municipal code will be <br />reviewed and brought to the Historic Resources Commission for appropriate <br />modifications. <br />Discussion ensued regarding set-backs and the scale of development. Madame <br />Chair Kings expressed concern regarding communication with the Planning <br />Commission to make their issues known.
