BUSINESS CALENDAR <br />C. HISTORIC PROPERTIES RESTORATION LOAN PROGRAM <br />To establish and implement a property restoration loan program for historic residential <br />resources citywide. <br />' RECOMMENDATION: <br />Recommend that the City Council approve the Historic Properties Restoration Loan <br />Program. <br />Mr. Terry Gilbreth, Housing Programs Analyst, provided background information on the <br />proposed Historic Properties Restoration Loan Program; reviewed the basic features of <br />the program discussing requirements for the rehabilitation, restoration or preservation of <br />eligible properties; and reviewed the anticipated loan process. It was noted that on the <br />table listed on Exhibit 1 under Loan Terms, 4`" bullet, the percentages should be <br />switched indicating 95% for owner-occupied properties, and 85% for rental and <br />commercial properties. <br />Discussion ensued on the minimum loan amounts, advertisement of the loan program, <br />amount of time required to process a loan, and the overall budget for the loan program. <br />Madame Chair Kings requested that the loan information be available in Spanish. Mr. <br />Gilbreth noted that the information will be available in both languages. Madame Chair <br />Kings noted that areas to target first are the neighborhoods that have existing review <br />guidelines such as French Park and Heninger Park neighborhoods. <br />Motion to recommend that the City Council apprgve the Historic Properties <br />Restoration Loan Program. <br />' MOTION: Richardson SECOND: Bustamante <br />AYES: Kings, Giles, Corpin, Bustamante, Richardson, Rankin, O'Callaghan (7) <br />NOES: None (0) <br />ABSENT: Chinn, Gartner (2) <br />ABSTENTION: None (0) <br />WORK STUDY SESSION <br />D. DISCUSSION OF THE BROADWAY HISTORIC DISTRICT <br />Charles View, Downtown Development Manager, provided information on creating the <br />Broadway Historic District. Mr. View reviewed areas along the Broadway Corridor which <br />includes a mixture of small scaled development, namely bungalow style housing, <br />apartment buildings, contemporary buildings, and lower scale office buildings. <br />Mr. View reviewed the steps suggested to develop the <br />requested feedback from the Commissioners. Mr. View then noted the sections of <br />Chapter 30 that apply to the creation of a historic district and sections of Chapter 41 that <br />are key provisions of the Specific Development (SD) District standards. Mr. View <br />reviewed different design options and noted that staff recommends the SD suffix option. <br />Discussion ensued on the suffix combination and examples. <br />Mr. View requested direction to identify boundaries and SD identification. Staff would <br />then develop text, receive feedback from the Planning Commission to make sure they <br />are supportive, and formalize staff reports to the Historic Resources Commission and <br />Planning Commission for recommendation for the City Council to take action to approve <br />an ordinance. <br />Due to time constraints Madame Kings requested a special meeting to further discuss. <br />Staff will coordinate a special meeting once staff has completed the Chapter 30 <br />proposed revisions. <br />HISTORIC RESOURCES COMMISSION MINUTES 2 MAY 3, 2001 <br />
