HISTORIC PRESERVATION INCENTIVES PROGRAM <br />To establish and implement a historic preservation incentives program. <br />RECOMMENDATION: <br />1. Recommend that the City Council approve the Historic Preservation <br />Incentives Program. <br />2. Recommend that the Planning Commission consider the implementation <br />of flex and overlay zoning concepts as an incentive for historic <br />preservation. <br />Hally Cappiello, Associate Planner, provided the staff report and <br />recommendation. <br />Madam Chair Kings requested that staff meet with downtown businesses and <br />invite a state historic preservation officer to explain the identified tax incentives. <br />Madam Chair Kings further requested that staff provide information on the use of <br />the State Historic Building Code as an incentive to historic preservation. <br /> <br />Commissioner Giles requested that as part of the City Awards for Outstanding <br />Historic Preservation Projects (Section 4 of Exhibit 1) that photographs of the <br />award winning properties be displayed in the Ross Annex and included on the <br />website. <br />Madam Chair Kings requested that staff present the photographic displays to the <br />owners once they are removed after the year-long display; and noted on Section <br />6 of Exhibit 1 "Historic Resources Preservation Website to Provide Information <br />with the City's Existing Web Page" that staff add salvage information or keys to <br />available resources for salvage. <br />Motion to 1) recommend that the City Council approve the Historic <br />Preservation incentives Program; and 2) recommend that the Planning <br />Commission consider the implementation of flex .and overlay zoning <br />concepts as an incentive for historic preservation. <br /> <br />MOTION: Bustamante <br />AYES: Kings, Giles, Chinn, <br />Richardson, Rankin <br />NOES: None <br />ABSENT: None <br />ABSTENTION: None <br />SECOND: Chinn <br />Corpin, Gartner, Bustamante, <br />Madam Chair Kings welcomed Commissioner Richardson and Commissioner Rankin. <br />In addition, she noted that Commissioner Richardson, while previously serving as a City <br />Councilman was instrumental in the creation of the Historic Resources Commission and <br />she further noted that Commissioner Rankin, former planner from the City of Tustin, <br />brings considerable experience in the preservation of historic properties. <br />2 <br />
