Discussion of the Broadwav Corridor. <br />Mr. Joseph Edwards, Principal Planner, introduced the Broadway Street corridor and discussed the <br />intent behind the current design standards. He indicated that several Commissioners had <br />suggested creating a Broadway Corridor Historical District. The purpose of introducing this issue <br />was to initiate the discussion of whether staff should undertake an effort to create a Broadway <br />Corridor Historical District Plan. <br />Mr. Charles View, Downtown Development Manager, presented the recently adopted Midtown <br />Specific Plan which includes the Broadway Corridor. He also commented on the Broadway Corridor <br />standards and where they were similar and different from those adopted in the Midtown Specific <br />Plan. He suggested that any creation of a historical district should also include a Plan, which <br />reconciles the differences between the Broadway Corridor standards and the Midtown Specific Plan <br /> <br />The Commission discussion focused upon devising a document(s), which would permit creativity for <br />new development proposals yet preserve the historical character of the Corridor. In addition, the <br />discussion also focused upon the preservation opportunities that may occur with the development of <br />the One Broadway Plaza proposal. The Commission generally agreed that the area of study for a <br />historical district should be Santa Ciara Boulevard on the north and the Downtown District (roughly <br />Fifth Street on the south) including both sides of Broadway. <br />The Commission directed staff to analyze the corridor as an historical district, first using the Federal <br />Register criteria as a baseline. <br />2 <br />
