RECOMMENDATION: <br />RECOMMENDATION: <br />Commission Policy. <br />COMMITTEE RECOMMENDATION: <br />Recommend that the Historic Resources Commission recommend that the City Council adopt a resolution <br />directing staff to establish and implement a notification process tq the Historic Resources Commission and <br />the Santa Ana Historic Preservation Society. <br />' Mr. Joseph Edwards, Principal Plarmer, presented the staff repot and staff recommendation for notifying <br />the Historic Resources Commission and the Santa Ana Historic Preservation Society when a demolition <br />permit is issued fora structures that is 50 yeazs old or older. <br />Several Commissioners inquired as to the authority of the Commission to direct staff to provide notification <br />without City Council action and the timeframe of the notification to the Commission and the SAHPS. <br />Mr. Edwards stated that staff would work out a procedure regarding the process and the timeframes for <br />notification. Mr. Kenneth Adams, Planning Manager, inforayed the Commission that the notification <br />requirements were established as part of the City's Municipail Code; substantial changes from those <br />standards may require approval of the Ciry Council. <br />In addition, Mr. Adams stated that as the Commission requested to expand their responsibilities, the <br />expansion request would need to be documented via resolution. ~ He further stated that if the Commission <br />desired to involve itself in the creation of a salvaging program it would need City Council approval by <br />referring the action to City Council, we provide an opportunity far them to recognize the work effors of the <br />Commission. <br />Commissioner Giles asked if the Council established salvaging asp, a responsibility of the Historic Resources <br />Commission. Mr. Adams indicated that salvaging was not an established duty of the Commission by the <br />City Council. In addition, he stressed to the Cottunission that they were delegated the responsibility, via <br />ordinance, to specifically maintain the properties listed on the Santa Ana Register of Historic Properties. <br />The Commission further discussed: 1) the possibility of changingi the code to include salvaging of buildings <br />over 50 years old and requiring a review of all demolition permit requests for buildings 50 years old or <br />older as a part of the definition of the Historic Resources Cotmission purview; and 2) agreed that the <br />notification procedure could be a stazt towazds more active salvaging and Commissioner Kings requested <br />staff to move all further salvage related discussions to a list of pot¢;ntial future objectives. <br />Motion to recommend that the City Council adopt a resolution directing staff ta estab&sh and implement a <br />notification process to the Historic Resources Commission and the Santa Ana Historic Preservation <br />Society. <br />MOTION: Giles SI{;COND: Corpin <br />AYES: Kings, Brenes, Corpin, Chinn, Giles, and Bustam~nte <br />NOES: None <br />ABSENT: Berry and Cribb <br />3. Property improvement requirements for Mills Act Agreements. <br />To establish contractual standards w tie included in Mills Act Agreements. <br />RECOMMENDATION: <br />' Recommend that the City Council adopt a resolution establishing requirements for Mills Act Agreements. <br />Ms. Maya DeRosa, Senior Planner presented the staff report and recommendation. She further explained to <br />the Commission that the intent of the Mills Act Agreement was an incentive tool that the Ciry used to <br />encourage property owners of historical structures to preserve, maintain, and improve the structures on the <br />Santa Ana Register of Historical Properties. In addition, staff was recommending that an outline identifying <br />particular improvements within specific timeframes for complefon dates, be developed when a property <br />owner entered into a Mills Agreement with the Ciry. <br />Commissioner Brenes expressed concern regazding recommending specific improvements for property <br />owners and requiring the owners to allow reasonable periodic examinations of the interior of the structures <br />as being intrusive, (Section 3,item E, of Exibit 3 of the staff report), and asked if staff was comfortable with <br />requiring standards and/or improvements. <br />
