b) The City will have sufficient funds to operate and <br />maintain the project when complete; and <br />c) Grant funds provided pursuant to Propositions 40 and 84 <br />will be expended prior to March 30, 2013. <br />Section 4. The City Council of the City of Santa Ana appoints the City <br />Manager or the Executive Director of Public Works, to conduct all negotiations <br />and execute and submit all documents, including applications, agreements, <br />amendments and payment requests which may be necessary for the completion <br />of the Project. <br />Section 5. This Resolution shall take effect immediately upon its <br />adoption by the City Council, and the Clerk of the Council shall attest to and <br />certify the vote adopting this Resolution. <br />ADOPTED this day of <br />, 2011. <br />Miguel A.
