MEETING DATE: <br />JUNE 5, 2006 <br />TITLE: <br />MEMORANDUMS OF UNDERSTANDING <br />WITH WORKFORCE INVESTMENT ACT <br />MANDATED PARTNERS <br />RECOMMENDED ACTION <br />g6uratio� lyr <br />RECORDING SECRETARY USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />C0NTINUED TO <br />Direct the Authority General Counsel to prepare and authorize the <br />Executive Director and the Secretary of the Authority to execute a <br />Memorandum of Understanding with the City of Santa Ana Workforce <br />Investment Board. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />Recommended that the Housing Authority direct the Authority General <br />Counsel to prepare and authorize the Executive Director and the Secretary <br />of the Authority to execute a Memorandum of Understanding with the City <br />of Santa Ana Workforce Investment Board. <br />By a vote of 4:0 (Sarmiento, Turner and Yanez absent) at its Regular <br />Meeting of May 16, 2006. <br />DISCUSSION <br />The Workforce Investment Act (WIA), requires that the Santa Ana Workforce <br />Investment Board (WIB) establish a One -Stop delivery system which <br />provides workforce development services. The One Stop delivery system is <br />a network of WIA mandated and optional partners which are responsible for <br />providing a variety of services, which lead to training and employment <br />opportunities for adults, dislocated workers and local youth. The City <br />of Santa Ana W/O/R/K Center currently operates the One -Stop center for <br />the WIB. The WIA specifies that the WIA funded Adult and Dislocated <br />Worker programs must be provided through the One Stop delivery system, <br />and that partners must participate in the operation of the system and the <br />delivery of these services. <br />
