This contract was related to the Disposition and Development <br />Agreement (DDA) approved on June 7, 2010 with the team of the Related Companies of <br />California, LLC and Griffin Realty Corporation to develop parcels owned by the Agency. <br />Concurrent with the DDA approval, the City Council adopted a resolution certifying the Final <br />Environmental Impact Report (EIR) prepared for the Santa Ana Transit Zoning Code (SD 84A <br />and SD 84B) and the proposed redevelopment of Agency-owned properties in the Station District <br />(EIR No. 2006-02). Both the City Council and Agency Board adopted Findings of Fact and <br />Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program for <br />the redevelopment project in compliance with the California Environmental Quality Act (CEQA). <br />As part of the Mitigation Monitoring and Reporting Program, the Agency contracted with Sapphos <br />to conduct a Historic American Building Surveys (NABS) on Agency-owned structures, in <br />compliance with EIR mitigation measure MM 4.4-3. From the initial work, it was determined that <br />the preparation of a Historic Assessment Report is necessary before proceeding. <br />4-1 <br />
