Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of Council to execute the attached agreement with <br />Aardvark Tactical Foundation, to provide the Tactical Science Course to first responders in the <br />Urban Area in an amount not to exceed $164,000, subject to non-substantive changes approved <br />by the City Manager and City Attorney. <br />DISCUSSION <br />The United States Department of Homeland Security developed the Urban Areas Security <br />Initiative (UASI) funding program. UASI provides funds to local emergency first responders to <br />enhance security and overall preparedness to prevent, respond to, and recover from acts of <br />terrorism. The grant specifically provides funding for anti-terrorism equipment, planning, training, <br />and exercises. The City of Santa Ana has fiscal responsibility for the FY09 UASI grant for the <br />Anaheim/ Santa Ana Urban Area which encompasses the 34 jurisdictions in Orange County. <br />The grant calls for training to allow first responders to more effectively respond during crises and <br />critical incidents. The Tactical Science Course is the only course of its type that has received a <br />Peace Officer Standards and Training (POST) course control number. <br />FISCAL IMPACT <br />Funds are available in the FY 2009 UASI Grant Program through Project H - Training fund <br />account (no.12514407-62300-10425501187) as approved by the City Council with Resolution <br />No. 2009-042. <br />25B-1
