• ROH - 02/28/11 <br />RESOLUTION NO. 2011-02 <br />A RESOLUTION OF THE PLANNING COMMISSION <br />OF THE CITY OF SANTA ANA APPROVING THE <br />ART PROGRAM FOR THE PROPERTY AT 8 <br />MACARTHUR PLACE <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby <br />finds, determines and declares as follows: <br />A. The Applicant is requesting approval of the proposed art plan for the <br />Courtyard by Marriott Hotel at MacArthur Place South located at 8 <br />Macarthur Place. <br />B. The art plan came before the Planning Commission of the City of <br />Santa Ana on February 28, 2011. <br />C. In 2005, the City approved various entitlements for the MacArthur <br />Place South development, including several conditional use <br />• permits, variances, tentative maps, and a development agreement. <br />Included in these entitlements was a requirement to install a single <br />or grouped permanent work of public art to enrich both the project <br />and surrounding community. In June 2008, the development <br />agreement was amended to allow the phasing of the public art <br />while still requiring a total commitment of $500,000 for public art <br />within MacArthur Place South. <br />D. The art plan proposes "Paloma," a unique sculpture designed to <br />convey the essence of the dove as a universal symbol of peace. The <br />art piece is a six-foot, six-inch high, by seven-foot wide stainless steel <br />and polyurethane freestanding sculpture that is welded to a thirty-inch <br />high stainless steel pedestal. The art piece will be located within the <br />water element plaza at the southeast side of the hotel and will be <br />visible from MacArthur Place. <br />E. The development agreement requires Planning Commission review <br />and approval of the art piece prior to issuance of any certificate of <br />occupancy. Additionally, the development agreement identifies <br />minimum requirements such as: <br />1. Public art valued at $125,000. <br />2.
