Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution approving the City of Santa Ana Bikeways Strategic Plan. <br />DISCUSSION <br />The State of California Department Transportation issued a call for Bicycle Transportation <br />Accounts (BTA) applications for Fiscal year 2011-2012. BTA is a State-funded program which <br />provides construction funds for projects that improve safety and convenience for bicycle <br />commuters. <br />In response to this call for projects, City Council authorized staff on March 7, 2011 to submit <br />grant applications for three bike lane projects: Bristol Street bike lane extension from McFadden <br />Avenue to Edinger Avenue, First Street bike lane from Harbor Boulevard to Newhope Avenue, <br />and Memory Lane/Flower Street from Bristol Street to Fisher Park. The applications were <br />submitted on March 18, 2011. <br />One of the evaluation criteria for the grant application requires the City to have an adopted <br />Bicycle Transportation Plan (BTP) that is consistent with the California Streets and Highways <br />Code. The City's Bikeway Master Plan, which is a part of the Circulation Element of the General <br />Plan, and which is scheduled to be revised as part of separate Council action on March 21, <br />2011, contains only some of the criteria required by the Streets and Highways Code. However, <br />the City has the option of using the countywide Orange County Transportation Authority (OCTA) <br />Commuter Bikeway Strategic Plan (CBSP). <br />The CBSP meets all of the legislated requirements; however, some minor modifications will be <br />needed to be consistent with the City's Bikeway Master Plan. These modifications (listed in <br />detail in Exhibit A) and the CBSP constitute the City of Santa Ana Bikeways Strategic Plan. <br />OCTA has reviewed our plan and concurs with the City's modifications. Staff is recommending <br />adoption of the City of Santa Ana Bikeways Strategic Plan. <br />55A-1
