3/17/11 LES <br />RESOLUTION NO. 2011- <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA OPPOSING GOVERNOR <br />BROWN'S PROPOSAL TO ELIMINATE COMMUNITY <br />REDEVELOPMENT AGENCIES AND AUTHORIZING <br />THE CONTRIBUTION OF FUNDING FOR LEGAL <br />OPPOSITION TO SAID PROPOSAL <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA, AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana conclusively finds, determines <br />and declares as follows: <br />A. Governor Brown's fiscal year 2011-2012 state budget proposal <br />("Proposal") includes, among other items, the elimination of redevelopment agencies. <br />B. Redevelopment has had decades of proven results in improving <br />communities and has contributed to an array of positive projects and programs <br />throughout Santa Ana. <br />C. The negative impacts of eliminating redevelopment agencies would <br />include compounding blighting conditions, loss of local businesses and jobs, further <br />declining economy and loss of affordable housing projects and programs. <br />D. The California League of Cities is assembling a team of lawyers prepared <br />to challenge the State of California should the Governor's proposal be passed. <br />E. The Council is urging the protection of redevelopment funds and the <br />programs they support. <br />Section 2. The City of Santa Ana is strongly opposed to the elimination of <br />redevelopment agencies and is prepared to assist the California League of Cities with funding <br />to legally challenge the State. <br />Section 3. The City Manager, or his designee, is hereby authorized to take all <br />necessary actions and to sign all documents and instruments necessary to oppose the <br />elimination of redevelopment agencies and to assist the California League of Cities with <br />funding to legally challenge the State action. <br />Section 4. This Resolution shall take effect immediately upon its adoption by the City <br />Council, and the Clerk of the Council shall attest to and certify the vote adopting this <br />Resolution. <br />55C-3
