Set Public Hearing For_ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Powell Constructors, Inc., the lowest responsible bidder, in accordance <br />with unit bid prices in the estimated amount of $6,010,329 for construction of the First <br />Street bridge replacement over the Santa Ana River effective Monday, March 28, 2011, <br />subject to compliance with all City rules and regulations. <br />2. Approve a funding analysis with a total estimated construction cost of $8,113,900. <br />DISCUSSION <br />Currently, the First Street Bridge over the Santa Ana River consists of two travel lanes in each <br />direction (Exhibit 1). This project will widen the bridge and the approaches to three lanes in each <br />direction, along with bike lanes and with pedestrian sidewalks on both sides to make this segment <br />of First Street consistent with the Orange County Master Plan of Arterial Highways and the City's <br />Circulation Element. <br />The proposed work includes demolishing the existing bridge and construction of a new, wider <br />bridge. Other improvements include medians, trail connections to the Santa Ana River and <br />landscaping along the approaches to the bridge. <br />The work will be conducted in two phases. In the first phase, traffic will be directed to the south <br />half of the bridge while the north half will be demolished and rebuilt. The second phase of the <br />project will start immediately following completion of the first phase. Traffic in this phase will be <br />directed to the newly completed north half of the bridge during construction of the south half. <br />Once completed, these improvements will enhance flow of traffic, pedestrian safety and ride <br />quality of the bridge. <br />23E-1
