In general, this data showed the highest concentrations of <br />trip origins to be within a few miles of the employment centers. <br />The intent of identifying the regional employment centers, as well as Orange County's transit <br />stations, colleges and universities, which are also regional commuter destinations, is to improve <br />bicycle facilities at these locations in order to make bicycle commuting a more viable option. <br />Therefore, bicycle access and support facility projects within, or connecting to, the regional <br />destinations identified in Map 2 -1 are viewed by OCTA as regional priorities. <br />Map 2 -1 displays the regional commuter destinations. The radii around the employment centers <br />were determined based on the trip origin analysis, discussed above, as well as by National Personal <br />Transportation Survey data that shows the average bicycle trip is three miles or less. A study <br />conducted in 2007 by the Transportation Research Board estimates that the average commuter is <br />willing to bicycle about five miles to work, which is why projects that connect to the identified <br />priority zone will be considered priorities as well. The transit stations, colleges and universities do <br />not have radii since bicycle facilities should be at, or connect directly to, the specified location. <br />Note that the above prioritization methods are intended as guidelines, and that jurisdictions can use <br />them to help justify the regional significance of their projects. <br />10 OCTA Commuter Bikeways Strategic Plan <br />
