2.3. Performance Criteria <br />The input received through the outreach process also served to identify project performance criteria <br />that can be used by local jurisdictions to prioritize their projects listed in this plan, as well as future <br />projects. The following criteria should be considered in the order of the Tiers in which they are <br />listed: <br />Tier 1: <br />Safety — Projects that reduce conflicts between motorists and cyclists, and address other safety <br />concerns. <br />Ease of implementation — Projects with an anticipated low difficulty for implementation, based on <br />available rights -of -way, existing traffic operations, and other similar factors. <br />Continuity — Projects that improve continuity within the route, or between routes. <br />Tier 2: <br />Regional signcance — Projects that will benefit the overall region by addressing regional priorities <br />identified within this plan. <br />Accessibility — Projects that provide one or more points of access to regional destinations. <br />Support facilities and programs — Projects that include any of the following support facilities or programs: <br />bicycle parking (including lockers) <br />signage /street markings <br />signal detection (buttons and /or in- ground) <br />lighting <br />bicycle sharing programs <br />=x restrooms /drinking fountains <br />other similar facilities <br />Tier 3: <br />Directness — Projects that provide the most direct route between origins and destinations. <br />Route aesthetics — Projects that provide for visual aesthetics, increased comfort, a sense of personal <br />safety, and /or other similar factors along the facility. <br />Public Support — Projects that appear to be supported by the public input received in the development <br />of this plan, through letters of support, or other means of public input. <br />14 OCTA Commuter Bikeways Strategic Plan <br />
