REGIONAL NARCOTICS SUPPRESSION PROGRAM <br />MEMORANDUM OF UNDERSTANDING <br />ARTICLE: ONE <br />NAME <br />The name of this multi -agency and multi jurisdictional task force shall be the Regional Narcotics <br />Suppression Program (RNSP) (hereinafter "Program" or "RNSP"). <br />................................................................................. <br />ARTICLE: TWO <br />PURPOSE <br />The purposes of this Program are: <br />To target, investigate and prosecute individuals who organize, direct, finance or otherwise <br />engage in high-level drug trafficking enterprises or money laundering with high priority <br />emphasis on those subjects engaged in the importation of drugs into or through Orange County <br />and the interdiction of such illicit pipelines. <br />The promotion of coordinated drug enforcement efforts throughout the County, State and Nation, <br />encouraging maximum cooperation between all law enforcement and prosecutorial agencies. <br />ARTICLE: THREE <br />EXECUTIVE BOARD <br />An Executive Board will direct the affairs of this Program. The voting members of this Board <br />will be comprised of agency representatives who have personnel assigned to the program. <br />Keeping in mind that there are circumstances that may arise which may result in the temporary <br />withdrawal of an agency's personnel from the Program, it is the intent of this article to allow for <br />the agency's representative to remain on the Board as a voting member during this temporary <br />absence. The time frame of the temporary absence will be defined and approved by the Board. If <br />an agency can no longer maintain the commitment to participate in the Program with the <br />assignment of personnel, the agency representative must then relinquish their position as a voting <br />member. <br />The affairs of this Program will be directed by an Executive Board and the Chairman Santa Ana <br />Police Chief, Paul Walters. Additional Executive Board members include the Chiefs of Police <br />and County Sheriff from the following agencies: Santa Ana Police Department, Brea Police <br />Department, Newport Beach Police Department, Fullerton Police Department, Tustin Police <br />Department, and the Orange County Sheriff's Department, along with members from the Bureau <br />of Narcotic Enforcement, Federal Bureau of Investigations, and the United States Drug <br />Enforcement Administration. <br />Revised 3/11/2011 <br />
