REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 15, 2012 <br />TITLE: <br />CONTINGENCY INCREASE FOR <br />BRISTOL - WARNER INTERSECTION <br />(PROJECT NO. 091752) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED � y 5 2012 <br />As Recommended C�3� <br />i� As Amended <br />� Ordinance on �s` Reading <br />0 Ordinance on 2ntl Reading <br />0 Implementing Resolution <br />Q Set Public Hearing For <br />CONTINUED TO <br />��u� -e �,6`_ C� FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Increase the contingency for the contract with Hillcrest Contracting Inc. for the construction of <br />the Bristol- Warner Intersection Widening Project by $30,000 to a total estimated contract <br />amount of $1 ,61 7,091 and authorize the City Manager to execute change orders in an amount <br />not to exceed the authorized contingency. <br />DISCUSSION <br />On March 21 , 201 1 , the City Council awarded a contract for the Bristol- Warner Intersection <br />Widening Project to Hillcrest Contracting Inc_ in the estimated amount of $1,215,538 plus a <br />1 O percent contingency of $1 21 ,553 totaling $1 ,337,091 . <br />On February 21 , 2012, the City Council approved increasing the contingency by $250,000. The <br />major changes that had expended the original contingency were: the replacement of 120 feet of 24- <br />inch corroded storm drain pipe, the relocation and resizing of a precast concrete vault, and the <br />relocation of an existing Metropolitan Water District metering station. The project is currently 98 <br />percent complete with 99 percent of the contingency exhausted. <br />Due to delays caused by Southern California Edison in relocating their high - voltage transmission <br />poles, the contractor was forced to perform construction operations in multiple stages and install <br />additional safety measures outside of those shown in the contract documents. These safety <br />measures and multiple mobilizations have an estimated cost of $30,000_ <br />With the outstanding changes and the unforeseen conditions that are associated with <br />construction of a street widening project and underground utility work, staff recommends <br />increasing the contingency by an additional $30,000. <br />
