The purpose of the <br />Five -Year Plan is to advise the same audience of the Authority's mission <br />and strategy over a five -year period (2005 - 2009). <br />The Annual Plan (Exhibit 1) provides information about the current <br />operations of the Housing Authority, including programs, participants, <br />recent accomplishments, and any operational or tenant concerns. The <br />Authority is required to review its existing operations and needs on a <br />yearly basis with input from a Tenant Advisory Committee comprised of <br />Section 8 participants. The Tenant Advisory Committee met on November 6, <br />2004, to review the Plan for fiscal year 2004 -2005. As per regulations, <br />all comments from the November committee meeting have been incorporated <br />into the Annual Plan. <br />The Five -Year Plan forecasts the Authority's mission, strategies, and <br />activities for the years 2005 - 2009 (Exhibit 2). To assess the current <br />needs of the program's clients, a survey was mailed to all Authority <br />) articipants in October 2004. The results of this survey have been <br />incorporated into both the Five -Year Plan and Annual Plan. <br />HUD regulations require that the Plan be available for a 45 -day comment <br />period. On December 1, 2004, notification was published that the draft <br />plans were available for review. The public comment period ends January <br />18, 2005. All comments received will be included in the final documents <br />submitted to HUD. <br />FISCAL IMPACT <br />There no fiscal impact associated with this action. <br />Patricia C.
