CERTIFICATE OF RECOGNITION presented by MAYOR PULIDO to Abel Torres for <br />his years of service with the Instituto De Los Mexicanos En El Exterior (IME). <br />CERTIFICATE OF RECOGNITION presented by MAYOR PULIDO to Betty Torres for <br />her years of service with the Comite Civico Mexicano in Orange County. <br />PROCLAMATION presented by COUNCILMEMBER MARTINEZ to Helen Torres <br />honoring Latina History Day. <br />PROCLAMATION presented by COUNCILMEMBER MARTINEZ to Ruth Kurisu <br />recognizing Health Funders Partnership. <br />CLOSED SESSION REPORT- Nothing to report. <br />PUBLIC COMMENT <br />• Jim Adams, representative of the Los Angeles/Orange County Building and <br />Construction Trade Council, voiced opposition to findings and did not support study <br />by "The Rubber Stamp Process: Broken Governance in Planning and Development <br />and How Communities Can Regain a Voice" report recently presented to the City <br />Council by Orange County Community Organized for Responsible Development. <br />o Councilmember Sarmiento and Mayor Pro Tern Alvarez thanked <br />representative for clarifying position, inconclusive findings, and expressed <br />support of Central Labor Council (Teamsters). <br />• Jennifer Gonzalez, introduced self as Area Manager for Southern California Gas <br />Company. <br />• Tom Jackson, support disestablishment of Community Management District <br />"CMD"/PBID through their Petition and opined that such process should have been <br />included in the Plan. <br />• Ralph Allen, opposed to CMD/PBID; City should not have voted. <br />• Lisa Ball, representing Air Quality Management District "AQMD" provided Annual <br />Report. <br />• Alfredo Amezcua, representing Santa Ana Coalition for Better Government, <br />representing interest of Downtown businesses wishing to disestablish PBID; also <br />requested that the City Council table Agenda Item 80A for further discussion. <br />• Fina Chaves, expressed gratitude to Council for proclamation on Latina History Day; <br />also continued to express opposition to PBID and called for the disestablishment. <br />o Councilmember Tinajero directed staff to continue to dialogue with <br />businesses in the Downtown area. <br />• Claudia Arellanes, requested that the City Council disestablish PBID. <br />• Nina Jun, opposed to PBID; parking lot business does not benefit from assessment. <br />• Phillip Matchet (letter read by Herb Rose), opposed to PBID. <br />• Herb Rose, has met with City Manager to discuss PBID; open to dialogue with the <br />Council on the disestablishment. <br />• Connie Hamilton, thanked Council for support of Comlink; concerned with condition <br />of some streets that have cracked since recently being rehabilitated <br />CITY COUNCIL MINUTES 5 MARCH 7, 2011
