lss2/25/11 <br />6. A coverage map indicating the area which will be served by the proposed <br />telecommunication facility and any significant gap which will be filled by such <br />installation; <br />7. A construction plan and schedule, to include start and end dates and phasing, <br />as required by the Agency, including additional telecommunication facility <br />locations which the applicant plans to install within five years from the date of <br />application submittal; <br />8. Engineering certification demonstrating compliance with all existing RF <br />emission standards. The technical information submitted must include <br />support/analysis to justify the proposed location and height of the <br />telecommunication facility; <br />9. The applicant shall include a list of names and addresses of all property owners, <br />as shown on the latest assessment roll of the county assessor, and tenants <br />within three hundred feet (300') of the exterior boundaries of the proposed site or <br />location. This list shall be in an approved mailing label format; <br />10.An alternative site analysis, including a map indicating the address and <br />Assessor's parcel number of each alternative site within the coverage <br />objective, a statement of what good faith efforts and measures were taken to <br />secure each of these alternative sites, why each such site is not <br />technologically, legally or economically feasible, how and why the proposed <br />site is essential to meet service demands for the geographic service area and <br />the citywide network. This information is necessary to determine whether <br />there will be a significant gap in coverage if the project is not approved or <br />whether alternatives exist for providing coverage; <br />11.A non-refundable application and processing fee, in an amount established by <br />resolution of the City Council to defray the City's costs to process the <br />application and to inspect the telecommunication facility. <br />Sec. 33-237. Fee <br />(a) Processing Fees. The fee for any permit or application required by this <br />article shall be set by the City Council by resolution from time to time. <br />(b) Independent Consultant. As reasonably required, the Applicant may be <br />required to provide an authorization waiver to permit the City to hire an independent <br />qualified consultant to evaluate any technical aspect of the proposed telecommunication <br />facility. Any authorization for this purpose shall include an agreement by the applicant to <br />reimburse the City for all reasonable costs associated with the consultation. Any <br />proprietary information disclosed to the City or the consultant is hereby deemed not to <br />be a public record, shall remain confidential, and not be disclosed to any third party <br />without the express consent of the applicant, except as hereafter required by operation <br />of law or by court order. <br />11 A-7
