4. Opening Year (2013) Without Project Conditions <br />This section documents the analysis for the Opening Year (2013) Without Project conditions. Opening <br />Year (2013) traffic increases were derived using the existing (2010) traffic volumes plus 1% annual <br />growth rate from 2010 to 2013. <br />Opening Year (2013) traffic increases also considers additional traffic that may be generated by other <br />developments that have been approved. KOA and the City identified one relevant project near the <br />project site which will add traffic to the intersections analyzed in the study.
